<br /> <br /> <br />Fire Department Review of Land Usage <br />Lowry Grove Redevelopment <br /> <br />Review of plans were performed by: <br />Fire Chief – Mark Sitarz <br />Fire Marshal – Chris Fuller <br /> <br />In reviewing the plans we have put together a listing of our comments and concerns below. <br />The City of St. Anthony is currently under the 2015 Minnesota State Fire Code (MSFC), based on the <br />2012 International Fire Code. All plans will be reviewed according to this and any reference to standards <br />in that code. <br />• Access Roads: Appendix D of the MSFC has been adopted by the City of St. Anthony and <br />provides rules for access roads and turn arounds. Additional requirements are in Chapter 5. <br />Specifically detailed is roads shall be maintained to within 600 ft. in sprinkled R occupancies. It <br />was difficult to determine if this is being met by the site drawing. <br />• A hammerhead style turn around will be needed in NE corner of development. One of our <br />concerns relates to winter parking and snow accumulation in that area. <br />• There are various sides of the structures that will require additional access roads with a 20 foot <br />width and engineered to provide access for fire apparatus <br />• It was unclear if there will be access to the courtyard areas. <br />• There were various areas of concern on whether road width appears to be in compliance. <br />• Hydrant spacing was difficult to determine from drawing. <br />• As a reminder that hydrant placement is tied to where the FDC (fire department connections) <br />are placed as well as building standpipes. As of now, we do not know where the FDC locations <br />on the structures will be and those locations will need to be determined and approved by the <br />Fire Marshal. <br />• There were no hydrants noted on Stinson Boulevard. Those need to be added to the plan. <br />• All buildings, as currently proposed, will be sprinkled. <br />• Building entrances are not indicated on the drawing. Proposed building entrances are important <br />for planning access issues, fire department connection locations, and fire lane restrictions. <br />Garage entrance locations also need to be considered. <br />• Considerations for the actual buildings cannot be addressed until detailed plans are submitted <br />for the actual buildings. A plan review process will occur for all proposed buildings and will <br />reference the codes in force when the plans are submitted. <br />209
