<br />Public Safety Review <br /> <br /> <br />Project Address: 2401 and 2501 Lowry Avenue <br /> <br />Department: <br /> <br />Police Department <br /> <br />Review Completed By: <br /> <br />Name: Police Chief Jon Mangseth <br /> <br />Police Department Review of Proposed Development: <br /> <br />The Village Site project, 2401 and 2501 Lowry Avenue, is forecast to be an 833 unit site comprised of a <br />distinct affordable housing component, as well as a component that integrates market-rate, senior <br />focused and for sale townhome elements. <br /> <br />Concern was raised with regard to access to the development off of Stinson Boulevard and Kenzie <br />Terrace, as well as egress from the development onto these streets. An exit/entry point off of Lowry <br />Avenue would be very close to the intersection of Lowry Avenue and Stinson Boulevard. Vehicles <br />leaving the development onto WB Lowry Avenue would have low risk for accident. Those leaving onto <br />EB Lowry Avenue and Kenzie Terrace would present additional risk for vehicle, bicycle and pedestrian <br />traffic. Vehicle exit/entry off of Stinson Boulevard would present minimal risk for area vehicle, bicycle <br />and pedestrian traffic provided entry/egress is limited to NB traffic only. If a crossover to SB Stinson <br />Boulevard is constructed, the risk potential would increase. It remains to be seen what influence the <br />Minneapolis Park Board will have in regards to traffic management on Stinson Boulevard. <br /> <br />The layout of outdoor parking at this development should be consistent with other area developments. <br />It is recommended that the development allow for easy access for police patrol cars, fire apparatus and <br />local ambulance services. Provisions for emergency vehicle access should allow for easy access/egress <br />to the property. There should be continuity with regard to pedestrian and vehicle circulation within the <br />site, which will aid in police, fire and EMS response. Building entrances should be in close proximity to <br />pedestrian walk ways and vehicle parking areas. <br />On street neighborhood parking on Stinson Boulevard and surrounding side streets, in St. Anthony and <br />Minneapolis, may be impacted by a development of this size. Care should be given to future roadway <br />design of Stinson Boulevard and Lowry Avenue/Kenzie Terrace. On street parking on Lowry Avenue <br />should be avoided due to roadway design in that area. Due care should be taken in regard to a <br />development of this size and existing residents as it pertains to quality of neighborhood life concerns <br />related to traffic, parking, noise and littering complaints. <br /> <br />The demands an 833 unit site puts on the police department can be projected in two ways. First, a <br />performance based approach to staffing that takes into account projected call load. Second, and more <br />common, is the average ratio of full time officers per 1,000 residents. The first, being more accurate, <br />would be appropriate to consider. Seeing how this development will be phased in over multiple years, it <br />will be important to do yearly monitoring of calls for service to this site when making staffing decisions. <br />211
