<br /> <br /> <br /> <br />MEMORANDUM <br /> <br />To: St. Anthony Village Planning Commission <br />From: Breanne Rothstein, AICP, City Planner <br /> <br />Date: Planning Commission meeting on August 28, 2017 <br /> <br />WSB Project No. 02170-300 <br />Request: Comprehensive Plan Amendments, Preliminary PUD Development Plan, and <br />Preliminary Plat for The Village, LLC <br /> <br />GENERAL INFORMATION <br />Applicant: The Village, LLC <br />Owners: The Village, LLC <br />Location: 2401 and 2501 Lowry Avenue <br />Existing Land Use / Manufactured Home Community/Single-Family Residential (approximately 97 <br /> home sites and 95 RV sites); Bremer Bank Site/Commercial <br />Zoning: <br />Surrounding Land North: Low Density Residential / Zoned R-1 - Single Family Residential <br />Use / Zoning: East: High Density Residential/Planned Unit Development Kenzington Terrace <br />(ownership condos for seniors) are located immediately to the east (5 stories, <br />plus at grade garage (70 feet in height). <br />South: High Density Residential and Commercial/Planned Unit Development <br />The Legacy (4 stories of rental, assisted living for seniors (48 feet), Walker Senior <br />Housing (3 stories of affordable rental, assisted living for seniors (36 feet), and <br />Autumn Woods (3 stories general occupancy rental units (40 feet). <br /> West: Single-Family Residential and Commercial in Minneapolis <br />BACKGROUND <br />The applicant for the proposal, The Village, LLC, with lead developer Continental Property Group, <br />purchased the Lowry Grove Manufactured Home Community on June 13, 2016. In the ensuing year, the <br />mobile home park, and the former and new property owners were engaged in a series of State statutory <br />requirements for mobile home park closures. The Lowry Grove mobile home park formally closed on <br />June 30, 2017. <br />On October 24, 2016, the Planning Commission reviewed an initial Planned Unit Development (PUD) <br />sketch plan submission for the site from The Village, LLC. An Environmental Assessment Worksheet <br />(EAW) for the site was completed in November of 2016. <br />On July 18, 2017, The Village, LLC submitted a series of land use applications for their proposed <br />redevelopment of the former Lowry Grove site. The proposed redevelopment now includes both 2401 <br />5
