example, the City Council might consider the City's primary economic and development <br />interests within its particular zoning districts and establish a size limitation for allowed <br />assemblies within a particular zoning district that aligns to those interests. <br />Benefits of Allowing All Assemblies in Non - Residential Districts But Limiting the Size of <br />the Use <br />■ This option ensures that the commercial zoning and industrial zoning districts remain <br />focused on job growth and economic development pertaining to business and <br />industry. <br />■ This option represents a compromise between stakeholders, maintaining the City's <br />economic interests to a certain degree while respecting the cultural and community <br />needs of the public. <br />■ This option helps establish clarity of terms and treats assemblies equally within all <br />zoning districts of the City. <br />Cautions Associated with Allowing All Assemblies in Non - Residential Districts But <br />Limiting The Size of the Use <br />• This option may create situations where certain current uses of assembly within <br />commercial or light industrial zoning districts no longer comply with the Zoning <br />Code and become valid nonconforming uses (see Section 7.0). <br />• This option may limit the types of assemblies that may exist within the City overall <br />(e.g., if no residential space is available for a larger church, then a larger church may <br />not be able to locate at all within the City). The City therefore must ensure it has a <br />strong, consistent rationale for carrying out this option. <br />■ This option will also require amending the Zoning Code with respect to the terms and <br />definitions of "assembly" and/or "place of worship." <br />• It will be important that the City Council limit the size or scope of the use in a way <br />that is not arbitrary. Its chosen limitation must align to its particular planning <br />interests. <br />■ This option does not fully carry out the City's intent for establishing a light industrial <br />zoning district devoted exclusively to industry or a commercial zoning district <br />devoted exclusively to commerce, and consequently may hinder the City from <br />accomplishing its overall planning goals related to economic development and <br />growth. <br />-21- <br />STUDY OF ASSEMBLIES, MEETING LODGES, AND CONVENTION HALLS <br />CITY OF SAINT ANTHONY VILLAGE <br />
