May 29, 2012 <br />Page 3 <br />At the meeting, the Planning Commission asked staff to investigate how many additional parking <br />spaces would be needed if the lounges were included in the total since they would be a part of the <br />assembly. The lounges would add a total of 139 `seats'. Dividing 139 by 2.5 results in 56 additional <br />spaces needed for parking. Thus, the total amount of parking required for the assembly area, under a <br />scenario where the lounges were taken into account, would be 165 spaces. <br />Title XV, Chapter 152, Section 152.179 (A) On Site Parking (5) Minimum number of spaces <br />indicates that light industrial, manufacturing, testing and research uses must have 1 space for every <br />1,000 square feet of building floor area. The building, minus the area proposed for the `assembly' <br />(12,940 square feet) is 90,520 square feet. Thus, at least 91 spaces must be on the site to serve the <br />remainder of the building. In 2009 a Conditional Use Permit (CUP) was issued for a daycare center at <br />this location. Part of the approval of the CUP included providing parking at higher levels than the 1 <br />space for every 1,000 square feet for light industrial uses. Required parking included one space for <br />each employee on the largest shift and one visitor space for every 10 children. Based on today's <br />staffing and enrollment, 12 spaces are needed. <br />With the additional parking for the lounges, a total of 266 spaces would be needed to serve the entire <br />site (165 for Islamic Center, 89 for the remainder of the building less the daycare space and 12 for the <br />daycare space). <br />Since the May 15, 2012 Planning Commission Meeting additional information on the parking at the <br />site has become available. Initially, staff understood that there were 92 parking stalls on the site with <br />the building and another 237 stalls on the site that is just parking. This information was verified by <br />counting the number of stalls on the site. Since then, the city has received the legal description of the <br />two sites. Based on the legal description, there are parking stalls on the site that are outside of the <br />area legally described as part of the sites. Since these stalls are outside of the areas legally described <br />as part of the property, the stalls cannot be counted as meeting the parking requirements for the site. <br />When counting the number of stalls available within the property, the numbers break down as <br />follows: <br />1. Site with the building: <br />a. South end of the building: 18 stalls (10 in west row, 8 in east row) <br />b. West side of the building: 7 stalls <br />c. East side of the building: 3 stalls (as proposed by applicant) <br />d. North side of the building: 56 stalls <br />Total parking on parcel with building: 84 <br />2.
