Planning Commission Regular Meeting Minutes <br />April 17, 2012 <br />Page 2 <br />City Manager Casey advised that the City has reorganized some staff and as part of that <br />reorganization, the City has retained a consultant planner. <br />City Engineer Hubmer stated that WSB & Associates has been working with the City since 1996 <br />and is pleased the City has chosen to continue its relationship with WSB. He introduced Ms. <br />Jacqueline ( "Jack ") Corkle as the City's consultant planner. <br />8 Ms. Corkle stated she began working at WSB in February and has a wide variety of experience <br />9 in local city planning. She indicated she received her Master's degree in planning and has done <br />10 consulting and accounting work for 15 years. She stated she will keep office hours at City Hall <br />11 on Tuesday afternoons and will be available on call as needed by phone or email. She stated she <br />12 is happy to be working with the City. <br />13 <br />14 City Manager Casey stated that Ms. Corkle will be the staff person at future Planning <br />15 Commission meetings and will be responsible for putting together the staff reports and agendas. <br />16 <br />17 Commissioner Jensen requested further information regarding how staff reports will be prepared <br />18 for the Planning Commission and asked if the consultant planner will make recommendations for <br />19 approval or denial of items before the Planning Commission. He also asked if the consultant <br />20 planner's staff reports will include language for Planning Commission consideration related to <br />21 actions that require conditions to comply with the City Code. <br />22 <br />23 City Manager Casey indicated the process will be similar to what has been done in the past and <br />24 staff reports will include recommendations from the consultant planner. He added that Ms. <br />25 Corkle's training as a licensed planner will assure consistency and professionalism. <br />26 <br />27 Ms. Corkle stated that she intends to put together the staff reports and agendas consistent with <br />28 past practice but encouraged the Planning Commission to let her know if there are things they <br />29 would like to change. <br />30 <br />31 Commissioner Jensen stated the Planning Commission has debated whether it was the Planning <br />32 Commission's task to impose conditions of approval if those conditions are absent from the staff <br />33 report, particularly related to variance requests. He stated he has felt uncomfortable adding <br />34 conditions and would like to have staff prepare conditions for Planning Commission review and <br />35 modification. <br />36 <br />37 Commissioner Crone expressed gratitude to Ms. Moore and wished her the best. She stated she <br />38 was happy to have Ms. Corkle working with the City and welcomed her to the City. <br />39 <br />40 X. REPORTS FROM STAFF. <br />41 <br />42 None. <br />43 <br />44 XI.
