ANTHONY VILLAGE MEMORANDUM <br />To: St. Anthony Village Planning Commission <br />From: Jacqueline Corkle, PTP, AICP Interim City Planner <br />701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763 - 5414800 <br />Fax: 763 - 541 -1700 <br />Date: May 5, 2012 <br />Planning Commission Regular Meeting for May 15, 2012 <br />City Council Regular Meeting for June 12, 2012 <br />WSB Project No. 01626 -630 <br />Request: Request for a Conditional Use Permit (CUP) to allow a religious <br />assembly at 3055 Old Highway 8 <br />RECOMMENDATION <br />As the Planning Commission is aware, the St. Anthony Village City Council has authorized a study <br />regarding the regulation of assemblies, meeting lodges and convention halls as conditional uses in the <br />Light Industrial and Commercial Districts. In addition, the City Council has passed a moratorium on the <br />issuance of Conditional Use Permits for Assemblies, Meeting Lodges or Convention Halls within <br />Commercial and Light Industrial Zoning Districts in order to allow the study to be completed. The study <br />has not been finalized as of the writing of this memorandum and, therefore, has not been reviewed by the <br />Planning Commission. Without the final report it would not be prudent for staff or for the Planning <br />Commission to make a recommendation to the City Council at this time. Therefore, at this time, staff <br />recommends the following: <br />The Planning Commission should hold the Public Hearing and receive the Applicant's <br />information on the CUP and allow the public to comment on the proposed CUP. <br />After the public hearing is closed, the Planning Commission may discuss the proposal before <br />them. However, staff recommends that no decision be made tonight pending receipt of the study. <br />Instead, staff recommends that a Special Session of the Planning Commission be held on June 4, <br />2012 to make a recommendation once the study is completed. Staff anticipates the final report <br />will be provided to the Planning Commission the week of May 14, 2012. The Planning <br />Commission will then review the study and be asked to make recommendations prior to the June <br />12, 2012 City Council meeting. <br />
