May 5, 2012 <br />Page 3 <br />Staffine <br />The Abu - Huraira Islamic Center will be staffed by four people. <br />Parking and Traffic <br />Title XV, Chapter 152, Section 152.179 (A) On -Site Parking (5) Minimum number of spaces <br />indicates that churches, clubs and restaurants must have a number of parking spaces which is no less <br />than the total designed seating capacity of the structure divided by 2.5, plus 1 parking space for each <br />employee on the largest shift. Although the definition is not specific to mosques or assemblies, staff <br />believes that "church" in this case can be applied to the proposed use Information provided by the <br />Applicant indicates that the prayer areas (men's and women's) combined can accommodate a total of <br />261 persons. Taking 261 and dividing it by 2.5 results in a demand of 105 parking spaces. Adding <br />staff (four persons) parking requirements brings the total number of spaces needed for the conditional <br />use to 109 spaces. <br />Title XV, Chapter 152, Section 152.179 (A) On Site Parking (5) Minimum number of spaces <br />indicates that light industrial, manufacturing, testing and research uses must have I space for every <br />1,000 square feet of building floor area. The building, minus the area proposed for the `assembly' <br />(12,940 square feet) is 90,520 square feet. Thus, at least 91 spaces must be on the site to serve the <br />remainder of the building. In 2009 a Conditional Use Permit (CUP) was issued for a daycare center at <br />this location. Part of the approval of the CUP included providing parking at higher levels than the I <br />space for every 1,000 square feet for light industrial uses. Required parking included one space for <br />each employee on the largest shift and one visitor space for every 10 children. Based on today's <br />staffing and enrollment, 12 spaces are needed. <br />With all of the combined uses in the building, a total of 210 parking spaces (109 for Islamic Center, <br />89 for the remainder of the building less the daycare space and 12 for the daycare space) will be <br />needed. The site the building is located on has 92 parking stalls. The parking on this site does not <br />have enough parking to serve the entire building. Parking will be needed from the adjacent parcel in <br />order to meet the parking requirements of the City's Zoning Code. The property adjacent to it has a <br />total of 237 parking stalls, for a total of 329 stalls. <br />Signaee <br />The Applicant has not submitted a sign request at this time. The Applicant must obtain a sign permit <br />from the City prior to the installation of any signage. <br />3. Ordinance Authority. Title XV Land Usage, Chapter 152 Zoning Code, Section 152.142 Permitted <br />Conditional Uses in the Light Industrial District, allows (G) Assembly, meeting lodge or convention <br />halls. As noted previously, the City is completing a study that will address definitions for assembly. <br />4. Criteria for Conditional Use Approval. Title XV Land Usage, Chapter 152 Zoning Code, Section <br />152.243, C: City Council Action, lists the criteria the City Council must consider in determining <br />whether to grant or deny a conditional use permit. The applicable criteria include: <br />(1) The use is one of the conditional uses specitically listed for the district in which the property is <br />located; <br />(2) The City Council has specified all conditions which the City Council deems necessary to make the <br />use compatible with other uses in the area; <br />(3) The use will not be detrimental to the health, safety or general welfare ofpersons residing or <br />working in the vicinity or to the values of property in the vicinity, and <br />
