Planner's Review <br />Potential Ordinance Changes to St. Anthony City Code <br />1. Fences <br />I. The International Building Code will be changing to allow 7 foot fences. It should be reviewed as <br />to whether St. Anthony should modify its zoning code to allow the same. <br />ii. Excludes walls /retaining from permit. May want to clarify building permit vs. fence permit. <br />2. Signs <br />i. Identification is defined as a non - permitting sign, but then the term is used under signs that need <br />permits. <br />fl. Nothing for larger "for lease" signs <br />iii. No definition for "frame" or "framework" — Unclear how to measure the size of a sign as <br />described in 155.21 (C)(2) <br />iv. Generally needs updating— real estate signs outside R Districts <br />V. Electronic signs <br />vi. Signage in LI district has regulations for area based on business frontage and finished square feet. <br />3. Parking <br />I. No driveway setback info in the code <br />ii. No max width noted for driveways— curb cut is the only information <br />iii. Needs updating — office is very underrepresented and the amount of parking called for by other <br />uses is not typical. Very limited numbers /types of businesses. <br />4. Garages <br />I. The code provides the option of a garage setback permit as an alternative to a variance; <br />however, the garage setback permit still requires a hearing and the permit must be reissued if <br />the garage is ever destroyed. There appears to be no advantage in pursuing the setback permit <br />instead of a variance. <br />S. Commercial Uses <br />I. Outdated uses —video store, bus stations of Metro Transit Commission, etc. <br />ii. Missing types of businesses that exist today <br />6. Hours of Operation <br />i. Light Industrial <br />ii. Commercial (gas stations) <br />7. Clarify "platted" right of way or identify easements or allow setbacks to be "legal" if government ROW <br />acquired. <br />8. Potentially add Interim Use Permits (i.e. Farmer's Market) <br />9. Accessory definitions need to be separated <br />i. Building versus structure <br />10. Home occupations <br />L There is nothing in the code so they are therefore not allowed? <br />11. Liquor License <br />i. Currently have 3. Would be allowed more under state rules <br />12.
