City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />April 15, 2013 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Jan Jenson, Councilmember; Jim Roth, Councilmember; Randy Stille, <br />Councilmember. <br />Absent: <br />Hal Gray, Councilmember <br />Staff: <br />Mark Casey, City Manager and Jay Hartman, Public Works Director <br />Consultants: <br />Stacie Kvilvang, Ehlers and Associates; Kelsey Johnson and Todd Hubmer, WSB and Associates <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />Redevelopment: <br />Kvilvang and Johnson discussed various options for the potential redevelopment of the fifteen acre Lowry Grove <br />Mobile Home Park. By consensus, the Mayor & Council would like to see a mix of multi - family and single family <br />residential products taking in account building heights on the north and east portions of the property, no back <br />yards on both Stinson & Kenzie, and the value of the existing trees. <br />Stormwater Management: <br />Hubmer presented two options for Silver Lake water quality improvements for the Rice Creek Watershed District <br />permit for street reconstruction. Option one: placing a water treatment system near the Salo ponds and option <br />two: building a hydrodynamic separator just north of 37" Avenue. By consensus the Mayor & Council <br />recommended option one: Salo ponds treatment system. <br />City Hall Office Remodel: <br />Hartman and Casey presented a proposal to remove approximately eighteen feet of wall to open up the finance <br />department area that is currently being shared by three employees. By consensus, the Mayor & Council approved <br />the project as presented. <br />Street Sweeping of Private Property: <br />Staff was approached about using the City's street sweeper on private property. By consensus the Mayor & <br />Council directed staff to remain consistent about not doing City work on private property. <br />Social Media Policy: <br />Casey presented the draft policy. Casey stated this policy has been reviewed by the department heads and will be <br />sent to the attorney for his review. Once approved, the policy will be incorporated into the Employee Resource <br />Guide. By consensus, the Mayor & Council approved the policy. <br />Logo and Branding Policy: <br />Casey presented the draft policy. Casey stated this policy has been reviewed by the department heads and will be <br />sent to the attorney for his review.
