City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />August 5, 2013 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember, Jan Jenson, Councilmember; Jim Roth, <br />Councilmember; Randy Stille, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager, Shelly Rueckert, Finance Director, Jay Hartman, Public Works Director and Todd <br />Robinson, Finance Intern. <br />Consultants: <br />Kelsey Johnson, Planner and Todd Hubmer, Engineer, WSB <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />Apache Medical Building Redevelopment: <br />Jim Waters, Quest Development and Peter Beck, Beck Law Office presented a "concept review" for a proposed <br />mixed -used redevelopment project of the Apache Medical Building site into approximately 90 loft style apartments <br />including the potential for up to 7,500 square feet of medical office space on a 2.77 acre parcel of land. The <br />Council raised concerns of traffic issues, look of exterior buildings especially retro - fitting the existing building and <br />use of Tax Increment Financing. <br />Solar Ordinance: <br />Johnson presented a draft solar ordinance. This will be discussed at the August 26, 2013 Planning Commission. <br />Accessory Structures and Driveway Ordinance: <br />Johnson presented a draft Accessory Structures and Driveway Ordinance revisions. A Public Hearing will be <br />scheduled at the September 23, 2013 Planning Commission meeting. <br />Closed Meeting: <br />At 6:05 p.m. a motion was made by Gray and seconded by Jenson to close the Work Session and proceed with a <br />close session to discuss pending threat of litigation. The motion passed unanimously. <br />At 6:44 p.m. a motion was made by Stille and seconded by Gray to reopen the Work Session. The motion passed <br />unanimously. <br />Future Street Projects: <br />Staff presented an updated Street and Utility Improvements map with estimated yearly constructions costs, three <br />options for 2014 including cost savings due to economies of scale along with four spreadsheets detailing debt <br />schedules and levies impacted by various infusion of revenues. <br />Organized Waste Collections: <br />Stille presented information on implementing the amended organized collection law from a presenting by Metro <br />Cities on July 25, 2013. <br />
