City of St. Anthony CITY COUNCIL WORK SESSION City Council Chambers August 5, 2013 Present: Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember, Jan Jenson, Councilmember; Jim Roth, Councilmember; Randy Stille, Councilmember. Absent: None Staff: Mark Casey, City Manager, Shelly Rueckert, Finance Director, Jay Hartman, Public Works Director and Todd Robinson, Finance Intern. Consultants: Kelsey Johnson, Planner and Todd Hubmer, Engineer, WSB Call to Order: Meeting called to order by Mayor Faust at 5:30 p.m. Apache Medical Building Redevelopment: Jim Waters, Quest Development and Peter Beck, Beck Law Office presented a "concept review" for a proposed mixed -used redevelopment project of the Apache Medical Building site into approximately 90 loft style apartments including the potential for up to 7,500 square feet of medical office space on a 2.77 acre parcel of land. The Council raised concerns of traffic issues, look of exterior buildings especially retro - fitting the existing building and use of Tax Increment Financing. Solar Ordinance: Johnson presented a draft solar ordinance. This will be discussed at the August 26, 2013 Planning Commission. Accessory Structures and Driveway Ordinance: Johnson presented a draft Accessory Structures and Driveway Ordinance revisions. A Public Hearing will be scheduled at the September 23, 2013 Planning Commission meeting. Closed Meeting: At 6:05 p.m. a motion was made by Gray and seconded by Jenson to close the Work Session and proceed with a close session to discuss pending threat of litigation. The motion passed unanimously. At 6:44 p.m. a motion was made by Stille and seconded by Gray to reopen the Work Session. The motion passed unanimously. Future Street Projects: Staff presented an updated Street and Utility Improvements map with estimated yearly constructions costs, three options for 2014 including cost savings due to economies of scale along with four spreadsheets detailing debt schedules and levies impacted by various infusion of revenues. Organized Waste Collections: Stille presented information on implementing the amended organized collection law from a presenting by Metro Cities on July 25, 2013.
