Spack <br />TRAFFIC S" UDY COMPANY <br />Technical Memorandum <br />To: Jim Waters, Quest Development <br />From: Mike Spack, P.E., P.T.O.E. <br />Date: July 2, 2013 <br />Re: Traffic Review of 4001 Stinson Boulevard Redevelopment in St. Anthony <br />Quest Development is proposing to replace the 58,000 square foot medical office building at 4001 <br />Stinson Boulevard NE in St. Anthony, MN with a 90 unit apartment building. This memorandum <br />documents the potential traffic impact of the renovation. <br />Traffic Generation <br />A trip generation analysis was performed for the proposed site based on the methods and average <br />rates published in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9`" Edition. <br />The ITE Trip Generation Manual is a compilation of traffic data from existing developments throughout <br />the United States. The results of the analysis are shown in Table 1. These results assume fully <br />occupied land uses. <br />Table 1— Vehicles <br />720 58,000 sq ft Medical Office Building _1,048 -1,048 -110 29 58 149 <br />(Removed) <br />90 Dwelling Unit Apartment 300 300 9 37 36 20 <br />Building (Added) <br />Net Change -748 -748 1 -101 8 -22 -129 <br />The Institute of Transportation Engineers' Transportation Impact Analyses for Site Development report <br />recommends a detailed traffic impact study be done for developments generating 100 or more new <br />trips in a peak hour. That is the threshold where development traffic may adversely impact the <br />transportation system and intersection operations should be analyzed. <br />Although the calculations show a significant decrease in traffic, the decrease might not be as large as <br />the amount shown in Table 1 because the medical office building may not be operating at full <br />capacity. It is reasonable to assume however that replacing the medical office building with the <br />apartment building will not result in 4001 Stinson Boulevard generating more than 100 new peak hour <br />trips. Therefore, a traffic impact study analyzing nearby intersection operations is not warranted for <br />the proposed renovation. <br />Conclusions /Recommendations <br />The 4001 Stinson Boulevard redevelopment will have negligible impact on the area transportation <br />system and no improvements are necessary to accommodate the redevelopment plan. <br />
