July 30, 2013 <br />Page 2 <br />be noted that a Comprehensive Plan Amendment involving a change in land use does require a <br />mandatory 60 -day review and comment period by adjacent and overlapping communities in <br />addition to a 60 -day review and approval period by the Metropolitan Council, beyond the City's <br />process. <br />2. Land Use Application for Re- Zoning of the Parcel from C —Commercial to PUD —Planned <br />Unit Development. The property will need to be re -zoned to match the comprehensive plan land <br />use district and to accommodate housing and commercial/office uses on the site. <br />3. Land Use Application for PUD Preliminary Plan and PUD Final Plan/Site Plan Review. The <br />City Code requires the review of a PUD Preliminary Plan and PUD Final Plan/Site Plan <br />application for all PUDs as detailed in Sections 152.200 through 152.209. These plans will detail <br />site layout and design, stormwater management, traffic access and circulation, parking, fire <br />protection and access, landscaping, etc. <br />4. Variance from the PUD Minimum Site Size Requirement. Sections 152.201 and 152.209 of <br />the Zoning Code states that "a PUD site must be at least 3 acres in size, and applications for PUD <br />approval will not be considered for site of less than 3 acres ". The property under review is <br />currently approximately 2.77 acres in size and does not meet the minimum lot size requirement <br />and therefore would need a variance from this provision to proceed as desired by the property <br />owner. <br />DISCUSSION <br />The "sketch plan" review or "concept review" provides an opportunity for the applicant/property owner to <br />submit an informal plan to the city showing the applicant's basic intent and general nature of the <br />development. The sketch plan is optional and is intended to provide feedback from the City before the <br />applicant incurs substantial costs in the preparation of formal plans and applications. <br />Some questions the City Council may want to consider during this review: <br />• Is the City's desire to have high- density residential in this location or do you prefer it to remain <br />commercial? Furthermore, is there a desire for more high - density residential other than what is <br />currently planned for in this area (or in the City as a whole) and/or is there a desire to reduce the <br />amount of land allocated for commercial (currently 7% of the City)? <br />• How would the proposed change in land use affect the surrounding property owners? <br />Furthermore, does the proposed use accomplish coordinated development that is harmonious with <br />existing development in the surrounding area? <br />• Would the proposed amendment adversely affect the other parts of the Comprehensive Plan (i.e. <br />transportation, utilities, etc.)? <br />• Would the proposed amendment benefit the overall community? <br />
