City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />October 29, 2013 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember, Jan Jenson, Councilmember; Randy Stille, <br />Councilmember. <br />Absent: <br />Jim Roth, Councilmember <br />Staff: <br />Mark Casey, City Manager <br />Consultants: <br />Kelsey Johnson, City Planner, WSB <br />Guest: <br />Dan Krivit, Foth Infrastructure & Environment, LLC <br />Call to Order: <br />Meeting called to order by Mayor Faust at 7:00 p.m. <br />Refuse: <br />Krivit presented a power point on organized trash and recyclables collection. Krivit discussed the new organized <br />collection statute, lessons learned from the City of Maplewood, challenges and benefits, implementation <br />strategies along with several resources. No action was taken. <br />Met Council Population Projections: <br />Johnson presented a memo discussing the Preliminary Metropolitan Council Forecasts for Thrive 2040. By <br />consensus, the Mayor and Council agreed the forecasted numbers are too large and staff was directed to respond <br />back to the Met Council with numbers that are realistic. <br />Non - Conforming Lots: <br />Johnson presented a memo identifying potential zoning code language that is in conflict with the large number of <br />non - conforming lots. Johnson recommended new language to eliminate this issue. Johnson will discuss with the <br />Planning Commission and bring back. <br />Interim Use Permits (IUP): <br />Johnson presented a memo on Interim Use Permits. By consensus the Mayor and council were supportive but <br />directed staff to explore if some of the minor uses may be permitted via the Zoning Administrator without City <br />Council action. <br />Fees: <br />Casey presented a power point on 2014 Utility Rates and proposed 2014 Fee Schedule. By consensus the Mayor <br />and Council approved bringing forward the proposed 2014 utility rates to a future City Council meeting. Also by <br />consensus, the Mayor and Council directed staff to keep the Land Use Appeal and bring forward the proposed fee <br />schedule to a future City Council meeting. <br />Goal Setting: <br />Casey presented a Pre - Planning Questionnaire that was sent to all staff along with a "Getting Smarter with <br />
