Minnesota Statute 412.191 (4) allows for 1 <br />summary publications in cases where the ordinance publications are lengthy, or ordinances 2 <br />include charts or maps. Following the adoption of the ordinance, and the summary publication, 3 <br />the summary of the ordinance will be published in the November 1, 2017 edition of the St. 4 <br />Anthony Bulletin which is the official newspaper for the City of St. Anthony. 5 <br /> 6 <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve final reading 7 <br />and adoption of Ordinance 2017-03; an Ordinance Approving the Comcast Cable Television 8 <br />Franchise. 9 <br /> 10 <br />Motion carried 3-0. 11 <br /> 12 <br />C. Resolution 17-073 a resolution Approving Summary Publication of Ordinance 2017-03 13 <br />Comcast Franchise Agreement. 14 <br /> 15 <br />Assistant to the City Manager Yunker stated this is the resolution approving the Summary 16 <br />Publication of the Ordinance previously adopted. 17 <br /> 18 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution 19 <br />17-073; a Resolution Approving Summary Publication for Ordinance 2017-03. 20 <br /> 21 <br />Motion carried 3-0. 22 <br /> 23 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 24 <br /> 25 <br />Councilmember Stille stated he attended the Planning Commission Meeting on October 23, 26 <br />2017. 27 <br /> 28 <br />Councilmember Jenson had no report. 29 <br /> 30 <br />Mayor Faust had no report. 31 <br /> 32 <br />VIII. COMMUNITY FORUM. 33 <br /> 34 <br />Mr. Thomas Issacson, 2604 Pahl Avenue, voiced his support for the City Manager’s 35 <br />recommendation to start a Technical Assistance Panel for the Lowry Grove Project. He asked 36 <br />that the 27th Street alley be included in the project if it goes forward, in addition to the 37 <br />commercial lots on the corner by the Kenzington on Kenzie Terrace. 38 <br /> 39 <br />Ms. Sandy Sherman 4008 Foss Road, she was not able to attend the last meeting. She expressed 40 <br />her disappointment that the people who lived in Lowry Grove were evicted from their homes 41 <br />before any decision was made as to what type of development would be put in there. This was 42 <br />not necessary. Mayor Faust stated the City followed State Statute. Ms. Sherman stated 97 people 43 <br />with children and families lost their homes. She is ashamed to live here as that did not need to 44 <br />happen when it did. She felt they should have been able to stay in their homes until the project 45 <br />4
