City Council Regular Meeting Minutes <br />October 24, 2017 <br />Page 2 <br />Police Chief Jon Mangseth provided a staff report and appendixes for a Body Worn Camera <br />Policy. Per state statute, the law adds a new public comment provision in Minnesota Statutes, <br />section 626.8473. It states that a law enforcement agency has to provide an opportunity for <br />public comment before written policy adoption. Chief Mangseth noted all of the documents can <br />be found on the City Website. Chief Mangseth reviewed the policy development process, why <br />body worn cameras, the benefits of BWC's, and concerns with BWC's. Chief Mangseth <br />reviewed the laws governing BWC's including State Statutes, Data Retention, Access to the Data <br />and Audit. A summary of the policy was presented. <br />9 <br />10 Sergeant Mike Huddle provided a demonstration of the BWC using a Panasonic model for this <br />11 demonstration. A sample video was shown. He noted the St. Anthony Officers welcome this <br />12 technology. He thanked the residents of St. Anthony for supporting BWC's for the Police <br />13 Department. <br />14 <br />15 Councilmember Stille asked Chief Mangseth to describe how we got to this point with the Task <br />16 Force, etc. Chief Mangseth stated this was started in the later part of last year. The Tri -City Work <br />17 Group was formed. Monthly meetings were held in January, February and March 2017 with <br />18 knowledge experts on BWC's presentations. Councilmember Stille asked if any comments were <br />19 received from residents prior to this meeting. Chief Mangseth stated there was one anonymous <br />20 comment and it stated "not to buy them unless you are going to make them wear them ". Chief <br />21 Mangseth stated this will not be an issue as the Officers are looking forward to wearing them. <br />22 <br />23 Councilmember Jenson referred to the detailed policy and asked what will be done with the <br />24 operating system to ensure adequate rigor is put in place to be fully compliant. Chief Mangseth <br />25 stated a short training session will be held on the policy contents. The biennial audit will be done <br />26 and all videos will be reviewed on a daily basis. Councilmember Jenson asked if civilians will <br />27 have any access to the tapes. Chief Mangseth referred to the MN Govt Data Practices Act and <br />28 reviewed at what point the data can be requested. <br />29 <br />30 Mayor Faust invited anyone present to fill out a form and give it to Mr. Yunker if they wish to <br />31 speak. Mayor Faust stated he does not see an issue in getting the Officer's to use the BWC's and <br />32 believes this is a great step forward. Mayor Faust invited residents to call Chief Mangseth if they <br />33 have any questions and to review the information on the City website. <br />34 <br />35 Mayor Faust closed the public hearing at 7:40 p.m. <br />36 <br />37 V.
