Minnesota Statute 412.191 (4) allows for <br />summary publications in cases where the ordinance publications are lengthy, or ordinances <br />include charts or maps. Following the adoption of the ordinance, and the summary publication, <br />the summary of the ordinance will be published in the November 1, 2017 edition of the St. <br />Anthony Bulletin which is the official newspaper for the City of St. Anthony. <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve final reading <br />and adoption of Ordinance 2017 -03; an Ordinance Approving the Comcast Cable Television <br />Franchise. <br />Motion carried 3 -0. <br />C. Resolution 17 -073 a resolution Approving Summary Publication of Ordinance 2017 -03 <br />Comcast Franchise Agreement. <br />Assistant to the City Manager Yunker stated this is the resolution approving the Summary <br />Publication of the Ordinance previously adopted. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />17 -073; a Resolution Approving Summary Publication for Ordinance 2017 -03. <br />Motion carried 3 -0. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />Councilmember Stille stated he attended the Planning Commission Meeting on October 23, <br />2017. <br />Councilmember Jenson had no report. <br />Mayor Faust had no report. <br />VIII. COMMUNITY FORUM. <br />Mr. Thomas Issacson, 2604 Pahl Avenue, voiced his support for the City Manager's <br />recommendation to start a Technical Assistance Panel for the Lowry Grove Project. He asked <br />that the 27"' Street alley be included in the project if it goes forward, in addition to the <br />commercial lots on the corner by the Kenzington on Kenzie Terrace. <br />Ms. Sandy Sherman 4008 Foss Road, she was not able to attend the last meeting. She expressed <br />her disappointment that the people who lived in Lowry Grove were evicted from their homes <br />before any decision was made as to what type of development would be put in there. This was <br />not necessary. Mayor Faust stated the City followed State Statute. Ms. Sherman stated 97 people <br />with children and families lost their homes. She is ashamed to live here as that did not need to <br />happen when it did. She felt they should have been able to stay in their homes until the project <br />
