City of St. Anthony  <br />CITY COUNCIL WORK SESSION  <br />City Council Chambers  <br />Minutes  <br />October 30, 2017  <br />Present:   <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Randy Stille, Councilmember; and Jan Jenson,  <br />Councilmember.  <br />Absent:   <br />None  <br />Staff:   <br />Mark Casey, City Manager; Jay Hartman, Public Works Director; Shelly Rueckert, Finance Director; Charlie Yunker,  <br />Assistant to the City Manager; Jon Mangseth, Police Chief; Mark Sitarz, Fire Chief; Mike Larson, Liquor Operations  <br />Manager; Kevin Morelli, Assistant Liquor Operations Manager; Bill Haugen, Stores Manager; James Taylor, Liquor  <br />Clerk and Chris Morke, Liquor Clerk.  <br />Consultants:  <br />Todd Hubmer, City Engineer – WSB  <br />Guests:  <br />Paul Kaspszak, MMBA Executive Director and Gary Buysse, MMBA President  <br />Call to Order:   <br />Meeting called to order by Mayor Faust at 7:00 p.m.  <br />Liquor Forum:  <br />Staff and guests presented.  <br />Capital Improvement Plan:  <br />Staff presented the 2018  ‐ 2034 Capital Funds.  By consensus of the mayor and council, the plan was approved.  <br />2018 Utility Rates:  <br />Staff presented a memo including spreadsheet exhibits.  By consensus of the mayor and council, staff was directed  <br />to bring the 2018 utility rates to a future city council meeting.  <br />Small Cell Ordinance:  <br />Staff presented a memo including draft changes and model ordinance.  By consensus of the mayor and council,  <br />staff was directed to bring the small cell ordinance additions to the right of way ordinance to a future city council  <br />meeting.  <br />2018 Fee Schedule:  <br />Staff presented proposed changes to the 2018 fee schedule.  By consensus of the mayor and council, staff was  <br />directed to bring the 2018 fee schedule to a future city council meeting.  <br />Salo Visitors:  <br />Staff informed the mayor and council of tour and lunch scheduled for Friday, November 3, 2017.  <br />
