During 2016 these costs were paid by the General Fund. The <br />2016 General Fund ending fund balance was within the City’s targeted fund balance range. <br />Costs associated with the officer involved shooting in 2017 were again paid by the General <br />Fund. A transfer of $370,000 of capital fund reserves has been included in the proposed year- <br />end transfers to maintain the general fund balance at 35%. The 2018 Levy does not include any <br />further costs associated with the officer involved shooting. <br /> <br /> * 2018 General Fund Budget for Expenditures is $6,835,142 <br /> <br /> **2018 General Fund Budget for Revenues is $6,844,116 <br /> <br />The HRA Budget and Levy cost driver is substantially personnel costs. Therefore the proposed Levy <br />increase for the HRA is 3.00% or $4,734. <br /> <br />The 2018 Debt Related Levies are proposed to decrease by $7,549 over the 2017 combined levies. A <br />debt levy reduction program (Peak to Plateau) began in 2014 to stabilize the annual increase in levies <br />created by the annual street reconstruction plan. Without the use of resources committed to this <br />strategy the impact of 2018 street bonds issued along with existing debt service requirements would <br />have required an additional 6.98% increase in the overall Levy. <br /> <br />Infrastructure Improvements / Debt Levies <br /> <br />During the past several budget cycles there has been significant reconstruction of City streets, <br />sidewalks, storm water systems, Silver Lake Village, City buildings and park infrastructures. <br /> <br />The 2017 infrastructure projects included: <br /> <br /> Penrod Lane, Skycroft Dr. to 36th Ave <br /> Skycroft Drive, Penrod Ln. to Maplewood Dr <br /> Chelmsford Road, Maplewood Dr. to 36th Ave <br /> Maplewood Drive, Skycroft Dr. to Highcrest Rd <br /> <br />4
