<br /> <br />General Fund Budgetary Highlights <br /> <br />Variances from actual to budget can be briefly summarized as follows: <br /> <br /> Licenses and permits were $81,528 greater than budget primarily due to construction <br />related permits being $72,046 greater than budget due to a high level of activity. <br /> General property taxes were $6,537 less than budget due to delinquent tax and excess tax <br />increment collections being less than budgeted offset by greater collections in current <br />taxes. <br /> Charges for services were less than budget by $67,670 mainly due to contracted gasoline <br />cost per gallon being less than budget so charges for gasoline to other governmental <br />reflected this lesser cost. <br /> Other revenues were $226,091 greater than budget due to: dividends distributed by the <br />League of Minnesota Insurance Trust for Property and Casualty insurance were $41,430 <br />greater than budget for 2016; $36,179 in unbudgeted insurance proceeds were received in <br />2016 and $135,331 in settlement proceeds from the United States Army for staff labor <br />costs. <br /> Planning and Zoning other services and charges were greater than budget by $50,936 due <br />to costs associated in preparing the city’s comprehensive plan update. <br /> Public Works was $160,935 less than budget due to: contracted gasoline price per gallon <br />being less than budgeted; mild winter conditions resulted in savings on road chemicals <br />and sand; street repair and maintenance costs were less than budgeted and staff turnover <br />created savings to budget for 2016. <br /> Police protection was $598,720 more than budget due to the result of changes in benefit <br />elections; personnel succession costs and the City’s response costs. <br /> Protective Inspections – other services and charges was $34,729 greater than budget due <br />to greater construction permit related revenues. <br /> <br />Capital Asset and Debt Administration <br /> <br />Capital Assets. The City of St. Anthony, Minnesota’s investment in capital assets for its <br />governmental and business-type activities as of December 31, 2016 amounts to $50,674,214 (net <br />of accumulated depreciation). This investment in capital assets includes land, buildings and <br />structures, improvements, machinery and equipment, park facilities, roads and infrastructure. <br />The total increase in the City of St. Anthony, Minnesota’s investment in capital assets for the <br />current fiscal year is 5.45%. <br /> <br />Major capital asset events during the current fiscal year included the following: <br /> <br /> The annual street reconstruction and infrastructure improvement projects are reflected in the <br />Construction in progress along with the highway safety improvement project, the Mirror <br />Lake storm water project and the construction of an addition to the water plant for the <br />advanced oxidation treatment process. <br /> <br /> <br />22
