St. Anthony has two tax districts (Ramsey and Hennepin Counties). He has prepared <br />a spreadsheet and came out with a rate. St. Anthony (Ramsey County) came out at the highest <br />rate of the 185, which was the same seven years ago when the data was available. Mr. Brown <br />stated he would not like to see St. Anthony as number one in that listing since he is a Senior <br />Citizen on a fixed income. He suggested asking the Police Chief to cover all duties with existing <br />staff. Mr. Brown estimated St. Anthony may be number one or number two in the State of <br />Minnesota. <br />Councilmember Stille clarified there were four policemen designated to patrol Falcon Heights <br />and three will be reduced with the loss of the Falcon Heights contract. He summarized what the <br />fourth officer will be doing. He stated every City is different and St. Anthony values their own <br />fire department, police department, and schools. Once the last 20% of street improvements is <br />completed, future Councils may show a decrease. <br />Mayor Faust stated he is a past assessor with Anoka County and is familiar with taxation. <br />Currently 27% of taxes go towards roads and that will decrease when the road construction is <br />completed. He explained that all City Department Heads make sure overspending is not <br />happening but there are certain infrastructure things that need to be maintained. He reviewed past <br />numbers of employees in the Police Department and Fire Department. Mayor Faust thanked Mr. <br />Brown for his comments. <br />Mayor Faust closed the Public Hearing at 7:27 p.m. <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Resolution 17- <br />083; a Resolution Setting the Final 2018 Tax Levy and Adopting the 2018 Budget Document for <br />the City of St. Anthony Village. <br />Motion carried 4 -0. <br />V. REPORTS FROM COMMISSION AND STAFF - NONE. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 17 -084: a Resolution Approving Combination Wine /Strong Beer license for <br />Wine and Canvas located at 2900 Pentagon Drive. <br />City Manager Casey reviewed the Council is requested to approve a combination Wine /Strong <br />Beer License for Wine and Canvas located at 2900 Pentagon Drive. This license is for the new <br />owner that will be taking over Wine and Canvas. Staff has completed the background checks on <br />the new business owners and completed a check on the existing Wine and Canvas located in St. <br />Anthony, MN. Staff recommends approval. <br />The applicant Ross Welte was present and stated his wife was an employee at Wine and Canvas <br />and when the business closed, they looked for ways to make the business remain open.
