City Council Regular Meeting Minutes <br />December 12, 2017 <br />Page 8 <br />2 Mayor Faust reviewed the GARE meeting's speaker. He attended the Regional Council of <br />3 Mayors on December 11, 2017. <br />4 <br />5 Councilmember Randle stated he is a team player and he believes in moving this community <br />6 forward. <br />7 <br />8 VIII. COMMUNITY FORUM. <br />10 Ms. Nancy Robinett, 3408 315f Avenue NE, congratulated Thomas Randle as the newly <br />11 appointed Councilmember. She stated it is correct the Council has the right to appoint anyone <br />12 they choose to fill this seat. Applications were solicited and interviews were held. Since Mr. <br />13 Randle was selected the Council believed him to be the strongest applicant to meet the needs of <br />14 the City. She wished him the best, noting he is the first person of color to serve on the Council. <br />15 She asked Councilmember Randle not to forget the review and audit of the Police Department <br />16 should still be done. Another issue is the zoning of the Lowry Grove re- development. <br />17 <br />18 Ms. Mary Jackson, 3605 37"' Avenue, congratulated Councilmember Randle. She stated the road <br />19 improvements are in her neighborhood. She did not see included paths for walking and biking. <br />20 She noted by law walking and biking are allowed on the roads. She requested the road projects <br />21 be reexamined for biking and walking safety and state standards be applied. She did not hear <br />22 anything about American's Disability Act features of the improvements. She is concerned about <br />23 safe walking and biking paths along Foss Road and 37w Avenue as there are many seniors living <br />24 in that area along with children. She had not heard about the neighborhood meeting until this <br />25 evening. She feels residents need to be intentionally invited and announcements in other <br />26 languages. <br />27 <br />28 Mayor Faust asked Mr. Hubmer to address ADA requirements and public notification of <br />29 meetings. Mr. Hubmer stated the City just received Federal funding for updating eight <br />30 intersections in the City to meet ADA standards. A mile of sidewalk has been added to 37' <br />31 Avenue in compliance with ADA standards. The sidewalk on Foss Road will be ADA compliant. <br />32 Mr. Hubmer stated staff is always available to meet with residents and their input is welcome. <br />33 <br />34 Ms. Mary Jackson stated the practice of communicating with residents needs to be improved. <br />35 She lives in a rental unit and did not see notification of the meeting. Mayor Faust asked Ms. <br />36 Jackson if she is signed up for push notifications. Ms. Jackson did not know and stated for a <br />37 while she did not have internet access at home. She asked if prior to the residents input, were the <br />38 biking and pedestrian standards were reviewed at the beginning. Mayor Faust stated that is done <br />39 every time. The laws are followed to the letter. There is a conflict between parking and biking on <br />40 Foss Road. <br />41 <br />42 IX. INFORMATION AND ANNOUNCEMENTS. <br />43 <br />44 Mayor Faust noted this will be the last meeting of 2017. <br />45 <br />46 X. ADJOURNMENT. <br />
