PUBLIC HEARINGS - NONE. 7 <br /> 8 <br />V. REPORTS FROM COMMISSION AND STAFF - NONE. 9 <br /> 10 <br />VI. GENERAL BUSINESS OF COUNCIL. 11 <br /> 12 <br />A. Resolution 18-015; a Resolution for the 2018 Street Improvement Bond Reimbursement 13 <br /> 14 <br />City Manager Casey reviewed the resolution for the 2018 Street Improvement Bond 15 <br />Reimbursement. Bonding regulations provide limited authority to reimburse pre-bonding project 16 <br />expenditures. The Reimbursement Resolution provides the City with the full authority to recover 17 <br />any project expenditures made prior to bonding. Staff recommends this resolution be passed to 18 <br />ensure its full rights to reimbursement. 19 <br /> 20 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution 21 <br />18-015; a Resolution approving the 2018 Street Improvement Bond Reimbursement. 22 <br /> 23 <br />Motion Carried 5-0. 24 <br /> 25 <br />B. Resolution 18-016; a Resolution Authorizing Retroactive Highway Safety Improvement 26 <br />Program (HSIP) debt service transfer. 27 <br /> 28 <br />City Manager Casey reviewed the resolution authorizing HSIP debt service transfer. HSIP Grant 29 <br />Proceeds were not expected to be received until 2018 and therefore no transfer of the funds was 30 <br />proposed in the annual transfers approved by the City Council at the December 12, 2017 Council 31 <br />Meeting. The HSIP grant proceeds were subsequently received on 12/29/17. To achieve the 32 <br />proper accounting and distribution of these proceeds for the year ending 12/31/17 staff is 33 <br />recommending a retroactive transfer. The $692,145.17 transfer represents the portion of HSIP 34 <br />grant proceeds considered a source in the 2016B HSIP bonding transaction. The funds came in 35 <br />earlier than expected. 36 <br /> 37 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 38 <br />18-016; a Resolution Authorizing Retroactive Highway Safety Improvement Program (HSIP) 39 <br />debt service transfer. 40 <br /> 41 <br />Motion Carried 5-0 42 <br /> 43 <br />VII.
