<br />90 <br /> <br />Recommendations from Recent Traffic Study <br />As part of a major proposed redevelopment site in St. Anthony Village, a traffic <br />study was recently completed as part of an Environmental Assessment <br />Worksheet. The 15-acre redevelopment site is located in the northeast quadrant <br />of the intersection of Kenzie Terrace (CR 153) and NE Stinson Parkway. The <br />proposed Village LLC development is anticipated to consist of a combination of <br />multi-family residential units, totaling approximately 800 units. As a result of the <br />traffic study completed for this project, specific operational improvements were <br />outlined to support the safe and efficient performance of the transportation <br />system in and around the redevelopment site. Recommendations were generally <br />categorized into one group occurring with site development (2018), while others <br />are intended to be implemented over a longer timeframe as the area continues to <br />develop (2030). <br />Traffic study improvements recommended for implementation at the same time <br />as the redevelopment include: <br />• Optimize signal time and coordination between St. Anthony Boulevard <br />intersections at New Brighton Boulevard (CSAH 88) and Silver Lake <br />Road/Kenzie Terrace (CR 153) <br />• Lengthen northeast bound right-turn lane from Kenzie Terrace (CR 153) <br />to southeast St. Anthony Boulevard from 170 feet to 200 feet <br />• Lengthen southwest bound left-turn lane from Silver Lake Road to <br />southeast St. Anthony Boulevard from 100 feet to 175 feet <br />• Lengthen northwest bound left-turn lane from St. Anthony Boulevard to <br />southbound New Brighton Boulevard (CSAH 88) from 125 feet to 200 feet <br />• Lengthen westbound left-turn lane from Kenzie Terrace to southbound <br />Stinson Parkway by shortening or removing the existing left-turn lane <br />from Kenzie Terrace to the Bremer Bank Building <br />• Lengthen the northbound left-turn lane from Stinson Parkway to <br />westbound Lowry Avenue from 150 feet to 300 feet <br />• At the proposed site driveway at Wilson Street on Kenzie Terrace (CR <br />153) provide: <br />o Two lanes exiting the site (one left-turn and one through/right-turn <br />lane) <br />o Left-turn lane from Kenzie Terrace (CR 153) into the site <br />o Right-turn lane from Kenzie Terrace (CR 153) into the site <br />Traffic study improvements recommended for long-term implementation include: <br />• Consider a dual roundabout or other traffic control improvements at the <br />St. Anthony Boulevard intersections at New Brighton Boulevard (CSAH <br />88) and Silver Lake Road (CR 136)/Kenzie Terrace (CR 153)
