<br />St. Anthony 2040 Comprehensive Plan Chapter 10: Implementation <br />186 <br /> <br />CHAPTER 10: IMPLEMENTATION <br />Without a specific course of action, it is difficult to achieve the goals and <br />aspirations of any plan. Previous chapters of this document provide the <br />baseline information for understanding the community and the determined <br />goals for the community’s future. The goals explain what the community <br />wants to accomplish and the vision desired as an outcome. This chapter <br />outlines the process to work toward achieving those goals. <br />Often, the most challenging part of the Comprehensive Plan is <br />implementation. It is easy to complete a document, and then watch it <br />collect dust on a shelf. To increase the likelihood of its implementation, <br />the following Implementation Matrix provides priorities to follow over the <br />first 5 to 10 years after plan adoption. This can be used to complete an <br />annual work plan and contribute to a capital improvement program. The <br />implementation steps should be reviewed by the City periodically <br />(annually or more often) to: <br />• Establish priority work activities for city staff and volunteers <br />(and for city partner organizations) on an annual basis, <br />• Establish priorities for annual city budget (and for city partner <br />organization budgets), <br />• Establish priorities for 5-year capital improvement expense <br />plans. <br />VISION STATEMENT <br />The implementation action items outlined in this chapter should ultimately <br />reinforce St. Anthony’s Mission, Vision and Strategic Initiatives, which are <br />reiterated in FIGURE 8-1. The Strategic Initiative themes are broad and <br />touch every aspect of city activity and city life. No aspect of this <br />Comprehensive Plan and its ultimate implementation will be at odds with <br />the City’s Mission, Vision and Strategic Initiatives.
