St. Anthony 2040 Comprehensive Plan Chapter 3: Community Profile
19

quarter of St. Anthony households have an annual income of $100,000 or
more.
It is important to remember that there are people and communities living
in St. Anthony who are experiencing more of a struggle to make ends
meet. City policies and decisions with long-term implications must take
into account not only the “average” St. Anthony family but also seniors
and disabled individuals living on a fixed income, low-income families,
larger-sized households and residents of St. Anthony’s affordable housing
developments. There are many populations with unique needs who call
St. Anthony their home.

Poverty rate
The poverty rate is defined as the
percentage of people who are
living at or below the “poverty
level”, which in 2015 was
measured at an income threshold
of $24,457 for a family of four. The
City’s poverty rate has risen from
5.1 percent in 2000 to 6.1 percent
in 2015, according to the latest
ACS estimates. However, St.
Anthony’s poverty rate today
remains significantly lower than
almost all of its surrounding
communities, and significantly lower than the Hennepin and Ramsey County rate
overall.
Poverty can be defined in a number of different ways, and a “poverty level” is a
somewhat arbitrary metric. Certainly there are households living above the
“poverty level” that may be struggling financially. School-aged children may
qualify for free or reduced lunch up to 185 percent of the poverty level. In the
Twin Cities metro, affordable housing thresholds are applied to households
making up to 80 percent of Area Median Income, which is $65,700 for a family of
four. Poverty is nuanced and likely impacts more than the 6.1 percent of St.
Anthony residents than the ACS statistics imply.

Community Below
poverty (%)
Saint Anthony 6.1
Falcon Heights 11.1
New Brighton 11.4
Roseville 11.5
Hennepin County 12.5
Ramsey County 16.5
Columbia Heights 16.8
Minneapolis 21.9
