CITY OF ST. ANTHONY VILLAGE WATER RESOURCES MANAGEMENT PLAN <br />SECTION 2 Page 5 <br />Village has been redeveloped. The redevelopment involved the demolition of the existing Apache <br />Plaza mall and parking lot and construction of townhomes and commercial areas. Stormwater <br />treatment ponds were also incorporated into the design. While the City’s existing P8 model does <br />not reflect these changes, the RCWD has completed a P8 model for Silver Lake, which includes <br />this area. <br />2.9. Natural Communities and Rare Species <br />The Minnesota DNR produces the Minnesota County Biological Survey (MCBS) identifying <br />natural communities and rare species. The city of St. Anthony Village is located in both Ramsey <br />County and Hennepin County, each of which has its own county survey. However, the Ramsey <br />County survey and the Hennepin County survey indicate no natural plant communities or rare <br />species. In addition to possible natural plant communities and rare plants, the survey also <br />identifies the original vegetation of St. Anthony Village. Both the Ramsey County and Hennepin <br />County maps indicate the original vegetation of the area was mostly oak openings and barrens, <br />which consist of scattered trees and groves of oaks with some brush and thickets. <br />The entirety of the City of St. Anthony Village has been categorized according to the Minnesota <br />Land Cover Classification System (MLCCS). Figure 9, Appendix A shows a map of the MLCCS <br />areas that have been classified. <br />2.10. NPDES Phase II <br />The MPCA implemented the National Pollutant Discharge Elimination System (NPDES) Phase II <br />Stormwater Program in March 2003. Phase II requires Municipal Separate Storm Sewer Systems <br />(MS4s) to obtain an NPDES permit. MS4s designated by rule are urban areas with populations <br />over 10,000 or urban areas with populations greater than 5,000 with the potential to discharge to <br />valuable or polluted waters. Permits for construction sites greater than one acre will also be <br />required as part of Phase II. <br />As an MS4, the City will be required to implement the following six minimum control measures: <br />1. Public Education and Outreach <br />2. Public Participation/Involvement <br />3. Illicit Discharge Detection and Elimination <br />4. Construction Site Stormwater Runoff Control <br />5. Post-Construction Stormwater Management <br />6. Pollution Prevention/Good Housekeeping for Municipal Operations <br />For more information on the MS4 Permit requirements refer to www.pca.state.mn.us. Refer to <br />Appendix B for a copy of the City’s MS4 SWPPP (Storm Water Pollution Prevention Plan). <br />2.11. Water Resource Problem Areas <br />Water resource problem areas were identified through information obtained from City staff, <br />residents, and other agencies. Each problem was analyzed and potential solutions to address the <br />problems were developed as detailed in Section 4. Refer to Figure 7, Appendix A for the <br />location of site-specific problem areas. <br />2.12. Flood Insurance Studies <br />Flood insurance is provided to residents of St. Anthony Village. It is classified as a Zone X level of <br />insurance. Residents do not receive full coverage because St. Anthony Village is not in the <br />floodplain.
