CITY OF ST. ANTHONY VILLAGE WATER RESOURCES MANAGEMENT PLAN <br />SECTION 5 Page 2 <br />d. Basin side slopes above the normal water level should be no steeper than four to <br />one, and preferably flatter. A basin shelf with a minimum width of ten feet and <br />one foot deep below the normal water level is recommended to enhance wildlife <br />habitat, reduce potential safety hazards, and improve access for long-term <br />maintenance. <br />e. To prevent short-circuiting, the distance between major inlets and the normal <br />outlet shall be maximized. <br />f. Retardance of peak discharges for the more frequent storms can be achieved <br />through a principal spillway design which may include a perforated vertical riser, <br />small orifice retention outlet, or compound weir. <br />3. Outfall structures discharging to wetlands or Public Waters/Wetlands need to incorporate <br />energy dissipation at the outfall to minimize erosion. <br />4. The City of St. Anthony Village will sweep the streets at least five times annually. <br />Furthermore, future purchases of street sweeping units will give consideration to street <br />sweepers which have the greatest ability to remove nutrients from the streets. <br />5. The City of St. Anthony Village will require the inclusion of skimmers in the construction <br />of new pond outlets, and add skimmers to the existing system whenever feasible and <br />practical to prevent floatables from being discharged downstream. Skimmer structures <br />will have a minimum four-inch overlap and the maximum 1-year storm event discharge <br />velocity should not exceed 0.5 feet per second, and should provide skimming to the 1- <br />year event water elevation. <br />6. The City will include provisions for coarse sedimentation and skimming floatable <br />materials prior to stormwater discharge to lakes and DNR-protected wetlands as well as <br />to the public drainage system managed by the RCWD. This requirement will apply in all <br />cases except where it is deemed not feasible or not practical to do so. Considerations for <br />variance to this policy will only be made in cases where the direct drainage area is limited <br />in size and the probability that a significant pollutant discharge from the area to areas <br />outside the City would be extremely unlikely. <br />7. The City will encourage programs aimed at fostering responsible water quality <br />management practices by its residents. <br />8. The City will encourage homeowners with properties adjacent to water resources to <br />establish a vegetative buffer strip at the shoreline. This strip should consist of legumes or <br />other perennial grasses to limit erosion and nutrient transport across the buffer strip. <br />9. The City will inspect stormwater treatment basins at least every five years and sump <br />catch basins/manholes every year. Maintenance will be conducted as necessary. <br />10. The City may develop and implement a water quality monitoring program capable of <br />establishing that the stormwater treatment basins constructed within the City are not only <br />designed to NURP standards, but also meet the anticipated design removal efficiencies <br />based on actual monitoring of the system. This program will be carried out to the extent <br />deemed necessary and reasonable by the St. Anthony Village City Council. The City will <br />keep the RCWD and MWMO informed of all water quality monitoring program updates. <br />11. No fringe encroachment within shoreline areas associated with public water shall be <br />permitted if the encroachment would have an adverse impact on natural vegetation buffer <br />areas which provide water quality and habitat benefits. <br />5.3. Runoff Management and Flood Control <br />5.3.1. Goal <br />Preserve, maintain, and expand (where possible) the stormwater storage, conveyance, and <br />detention systems to control excessive runoff volumes and rates, prevent flooding, protect public <br />health and safety, and minimize public capital expenditures. <br />5.3.2.
