Implementation Program Components <br />Table 6.1 contains a comprehensive list of the MS4 activities and projects, programs, and studies <br />that make up the City of St Anthony Village’s implementation program for the next ten years <br />(2018 through 2027). The City developed this program by evaluating the requirements in the MS4 <br />permit (see MS4 SWPPP Application for Reauthorization in Appendix F), reviewing existing <br />information (Section 2), identifying potential and existing problems (Section 4), developing goals <br />and policies (Section 5), and then assessing the need for programs, studies, or projects. The City <br />estimated total costs, identified possible funding sources, and developed an approximate <br />schedule to complete the implementation activities. It is anticipated these tables will be <br />updated/revised on a yearly basis. Watershed districts may offer various cost-sharing programs <br />with the City to provide funding for stormwater management projects. <br />6.2. Implementation Priorities <br />The implementation components listed in Table 6.1 were prioritized to make the best use of <br />available local funding, meet MS4 Permit requirements, address existing water management <br />problems, and prevent future water management problems from occurring. The City's <br />implementation plan reflects its responsibility to protect the public health, safety, and general <br />welfare of its citizens by addressing problems and issues that are specific to the City of St <br />Anthony Village. <br />6.3. Financial Considerations <br />The City plans to use funds generated from its Stormwater Utility as the primary funding <br />mechanism for its implementation program. If funds from this utility fee do not cover costs, the <br />City will consider adjusting the Stormwater Utility Fee as well as using general funds to cover the <br />costs associated with the implementation program. <br />Although not proposed at this time, the City may consider using plan implementation taxes (MN <br />Statutes 103B.241) in the future if general funds or stormwater utility funds are not sufficient to <br />fund the projects. The City will also take advantage of grant or loan programs to offset project <br />costs where appropriate and cost-effective. <br />6.4. Plan Revision and Amendments <br />The City may need to revise this Plan to keep it current. The City may amend this plan at any <br />time in response to a petition by a resident or business. Written petitions for plan amendments <br />must be submitted to the City Administrator. The petition must state the reason for the requested <br />amendment, and provide supporting information for the City to consider the request. The City <br />may reject the petition, delay action on the petition until the next full plan revision, or accept the <br />petition as an urgent issue that requires immediate amendment of the plan. The City of St <br />Anthony Village may also revise/amend the plan in response to City-identified needs. This Plan is <br />intended to be in effect for ten years. The Plan will be revised/updated at that time, to the extent <br />necessary.
