Extended Detention Basin <br />Mirror Lake Pond was constructed to serve as a regional extended detention basin <br />for runoff generated in the City. This BMP is described under Section IV of this <br />Report. <br /> <br />Additional opportunities for this type of BMP are not possible at this time due to <br />limited public land available and the large space that would be needed for this type <br />of BMP. <br /> <br />G. NURP Pond <br />Several privately-owned NURP ponds exist within the City. Additional NURP <br />ponds hosted on public property is not possible at this time due to limited public <br />property. <br /> <br />Summary and Conclusion <br />The evaluation of the sequencing measures above indicates the following: <br /> <br /> Traditional infiltration BMPs are not possible and no feasible water reuse site exists <br />within the City of St. Anthony. Under the RCWD’s rules, this will not allow the <br />City to create additional volume reduction credits within the City. <br /> <br /> On-site volume control water quality BMPs within boulevards are impossible to <br />construct in many circumstances, and are not desired by the City. <br /> <br /> Small, on-site water quality BMPs require substantial maintenance and are less <br />efficient than BMPs treating larger drainage areas. <br /> <br /> The City encourages regional water quality BMPs to treat public stormwater runoff <br />to reduce maintenance efforts and to improve treatment efficiencies. <br /> <br />Given that volume control BMPs are not effective in the City’s soils, it is difficult, or <br />impossible, to reduce discharge volumes leaving the City. In addition, volume control is <br />not required by the RCWD for the soil conditions present throughout the City. Therefore, <br />the focus of the City’s efforts will be to provide greater or equivalent water quality benefits <br />to address the RCWD’s Rules. In attempt to provide more effective treatment BMPs, the <br />City will focus on constructing regional treatment projects to address the objective of <br />RCWD Rules.
