Drainage leaving <br />this subwatershed crosses the City’s boundary into the City of New <br />Brighton and eventually discharges into Rice Creek. This <br />subwatershed is a priority for stormwater management to ensure that <br />compliance with RCWD Rules is attainable within St. Anthony’s <br />City Limits. <br /> <br /> Mississippi River <br />This subwatershed includes runoff within RCWD’s jurisdictional <br />boundaries that do not drain to Rice Creek, but drain directly to the <br />Mississippi River. <br /> <br />The RCWD volume reduction requirement was calculated based on the following: <br /> <br /> 30-foot wide streets (City standard) <br /> 60-foot wide street for Silver Lake Road <br /> 16’ x 15’ driveways (average width and distance from back of curb <br />to the ROW) <br /> 3’ x 15’ carriage walks for 20% of residential parcels (average width <br />and distance from back of curb to the ROW) <br /> 0.8-inches runoff over impervious <br /> <br />The RCWD’s event-based volume reduction standard was equated to an annual <br />runoff reduction using twenty years of daily precipitation data (1988 – 2007) for the <br />City of St. Anthony Village. This is similar to the methodology used during the <br />RCWD permit review for the St. Anthony water reuse facility. Table 1 shows <br />RCWD’s event-based volume reduction requirement and the annual runoff volume <br />reduction that would be required if all right of way within the City and RCWD were <br />reconstructed. Existing stormwater volume reduction debits are also noted for <br />reference.
