In addition, BMPs that are able to target TP loads typically
achieve much higher removal efficiencies for TSS. For these reasons, TP is the
primary pollutant load targeted to address the RCWD’s water quality standards.

D. Required Volume & Equivalent Pollutant Reduction for Future Projects
In addition to the calculation of city-wide requirements provided, the specific
requirements for future street and utility reconstruction projects is estimated to help
plan future BMP construction and to demonstrate compliance with RCWD water
quality standards over the upcoming years.

Using the methods outlined above, the required volume reduction, and associated
equivalent pollutant reduction has been calculated for anticipated linear
reconstruction projects outlined in the City’s Capital Improvement Plan. See
Figure 1 for a map of the project. A list of the project year, the receiving water,
and linear footage estimates for the projects are presented in Table 3 below.

Table 3: Linear Footage of Future Projects by Watershed
Project
Year
Project Streets
(See Figure 1 for
Exact Locations)
Linear Footage to Receiving Watershed
Silver
Lake
Ramsey
County
Ditch 2
Within
RCWD,
draining
to Miss
River
Outside of
RCWD
2012 Belden, Coolidge & 35th 880 340 2,250
2013 Edward & 36th 2,000 650
2014 Penrod, Edgemere &
Wendhurst 3,320
2015 Chelmsford & 36th 3,460
2016 Penrod, Chelmsford &
Skycroft 1,820
2017 Rankin, Skycroft, Croft &
32nd 3,330
2018 Penrod & MacAlaster 3,560
2019 Shamrock, Fordham &
Foss 2,580
2020 Skycroft, Downers &
Maplewood 3,330
2021 Skycroft Cir, Croft & 34th 3,100
2022 Rankin, Townview & 31st 920 610 2,850
2023 Anthony Ln 3,740
2024 Silver Ln 3,360

Although this reflects the current street reconstruction plan approved by the City,
the order of, and magnitude of street reconstruction projects are periodically
adjusted based on the current needs of the City.
