3301 Silver Lake Road, St. Anthony, Minnesota 55418‐1699 www.savmn.com (612) 782‐3301 Fax (612) 782‐3302
Our mission is to be a progressive and livable community, a walkable village which is sustainable, safe and secure.

MEMO

TO: Mayor & City Council
FROM: Mark Casey, City Manager
DATE: January 30, 2018
RE: FiberLAN Expansion

Below are the bullet points describing the benefits of connecting the Harding Ave. & Foss Road Lift
Stations and Well #5 to the city’s local area fiber network:
• The Harding Ave Lift Station, Foss Rd Lift Station and Well #5 are currently operating using a
traditional telephone connection, which offers a very limited functionality, such as an autodial alarm
paging system. The current system simply alerts City Staff that an issue is occurring and to respond to
the site. Once at the site, staff must then determine the issue and cause of the alarm. Connection to the
City’s fiber network will allow for full integration of these facilities to the City’s SCADA (supervisory
control and data acquisition) network allowing City Staff to monitor and control the facility’s equipment
from a remote location. Costly after‐hours alarm call‐outs can often be avoided since the system will
indicate the nature and degree of a problem.
• The increased connectivity also allows staff to collect and store information for reporting,
troubleshooting, maintenance indications, resulting in reduced operating costs and improved system
performance and reliability.
• Connection to the fiber optic network will increase bandwidth, reliability, resiliency and security.
Unlike wireless connections, the fiber network is not subject to interference from radio or
electromagnetic interference making it far more reliable and secure.

Attachments: FiberLAN Map
Site Figures
Quote Summary
CIP – Utilities Infrastructure
