St. Anthony 2040 Comprehensive Plan Chapter 4: Land Use <br />41 <br /> <br />Applying the expected density ranges to the land use areas, this table <br />demonstrates the two ways in which the likely redevelopment areas will <br />meet St. Anthony’s forecasted and expected 2040 growth. <br />• Overall Average Density: Applying the minimum end of the density <br />range to each residential land use category, the overall density is the <br />total number of expected minimum units divided by the total number <br />of acres in the likely redevelopment areas. St. Anthony’s overall <br />average density is 16 units per acre, which is above the expected <br />minimum of 10 units per acre for a community with an Urban <br />designation. <br />• Overall Forecasted Growth: Applying the midpoint of the density <br />range to each residential land use category, the net number of <br />expected units from this calculation is 933. This number <br />accommodates a higher unit growth calculation for the Southern <br />Gateway site than a midpoint calculation would yield. Given what is <br />currently known about the development plans proposed at that site, <br />that area is likely to yield a housing unit count between 600 and 700 <br />new units. <br />• Affordable Housing Allocation: Given the expected staging of St. <br />Anthony’s opportunity areas, the number of “affordable units” (defined <br />as minimum units that will develop between 2021 and 2030 at a <br />minimum of 8 units per acre or more) is 190 units. The high density <br />residential land use is the only category that will produce affordable <br />units using minimum densities. Of the expected affordable units, 114 <br />are expected to come from the redevelopment of the Southern <br />Gateway site and 76 units from other sites.
