St. Anthony 2040 Comprehensive Plan Chapter 4: Land Use <br />43 <br /> <br /> <br />Residential Redevelopment <br />By majority land area, St. Anthony is guided to remain a largely low-to- <br />medium density residential community. The most significant residential <br />growth and redevelopment opportunities are, however, on sites that can <br />accommodate higher density housing. Examples of housing <br />redevelopment from within the last decade in the community include the <br />Legacy assisted living apartments as well as the Landings and Legends <br />apartment buildings at Silver Lake Village. <br /> <br />This plan acknowledges some key areas that are most likely to become <br />residential redevelopment opportunities within the time horizon of this <br />plan. One of these key areas includes the site of the former Lowry Grove <br />mobile home park, now referred to as the Southern Gateway site, which <br />was sold in 2016 and formally closed in 2017. This 17-acre site <br />represents a very large redevelopment area for a community the size of <br />St. Anthony, and its propensity to support higher density housing is <br />underscored by its proximity to existing transit lines and nearby <br />commercial development. Other high-opportunity sites for residential <br />redevelopment include Silver Lake Village sites along Stinson Boulevard <br />and a portion of the northeast industrial park near Mirror Lake that is <br />currently zoned medium-density residential. <br />Commercial and Industrial Infill and Redevelopment <br />St. Anthony has four significant commercial and industrial nodes: the <br />Southern Gateway area (between Kenzie Terrace and Lowry Avenue); <br />Silver Lake Village (north of 37th Avenue and west of Silver Lake Road; <br />the industrial park on the southeast side of the city (south of New Brighton <br />Boulevard); and the industrial area in the northeast corner of the city north <br />of 37th Avenue. <br />The Legacy of St. Anthony (left) at 2540 Kenzie Terrace is 73 units on a 1.25 -acre <br />parcel, while the housing developments at Silver Lake Village (the Landings is shown <br />here) are about 38 units per acre overall. <br /> <br />fff
