St. Anthony 2040 Comprehensive Plan Chapter 5: Housing
50

St. Anthony provides a higher percentage and more diverse array of
affordable housing options than many metro communities, but provides a
smaller share of units affordable to households whose incomes range
from 31-50% of AMI.
FIGURE 5-3: EXISTING AFFORDABLE UNITS
City
Existing Affordable Units
at <30% AMI at 31-50% AMI at 51-80% AMI Total Affordable
Units
St. Anthony 9% 15% 35% 60%
Roseville 7% 16% 48% 72%
New Brighton 7% 33% 38% 77%
Columbia Heights 7% 49% 42% 98%
Robbinsdale 9% 42% 43% 94%
Source: Met Council Existing Housing Assessment 2017

Rental Affordability
St. Anthony’s rental housing landscape looks different than it did 20 years
or even a decade ago. About 30 percent of the city’s existing rental stock
has been constructed over just the past 15 years.
A 2017 Ehlers assessment looked in depth at the affordability of available
rental housing in St. Anthony. Of the 13 rental properties and 1,458 rental
units comprising the study, the assessment found that more than 80
percent of these units can be considered affordable at some level. In a
similar manner to the Metropolitan Council’s 2016 housing assessment,
the Ehlers assessment shows affordability broken down by AMI bands.
The greatest share of affordable rental housing in St. Anthony is
affordable at 50% of AMI and above.

Number of
Properties
Number of
Units
Number of
Affordable units
Percent of Units
Affordable
Number &
Percent
Affordable at
30% of AMI
Number &
Percent
Affordable at
50% of AMI
Number &
Percent
Affordable at
60% of AMI
45 423 753
4%35%62%13 1,458 1,221 84%
