St. Anthony 2040 Comprehensive Plan Chapter 6: Transportation <br /> <br />68 <br /> <br />Funding is a key constraint that is acknowledged in the TPP. Current <br />transportation revenue will not meet the region’s transportation needs through <br />2040. As a result, the TPP includes two long-term investment scenarios: a <br />fiscally-constrained scenario that identifies projects anticipated to be funded <br />based on current revenue projections, and an increased revenue scenario that <br />identifies project priorities should additional transportation funding become <br />available. <br />Under the current revenue scenario, the TPP is focused on operations and <br />maintenance of the existing transportation system. Investments in highway <br />mobility and access are limited to those projects that address multiple TPP goals <br />and objectives. The increased revenue scenario would allow additional <br />investments in operations and maintenance, as well as regional mobility, access, <br />safety, and bicycle/pedestrian improvements. However, congestion cannot be <br />greatly reduced under even the increased revenue scenario. Under both <br />scenarios, proposed investments are focused on areas of the metro with the <br />greatest existing and future challenges and anticipated growth. <br />The Metropolitan Council classifies St. Anthony Village under the Urban <br />Community Designation. Based on Thrive MSP 2040, Urban areas are expected <br />to plan for forecasted population and household growth at average densities of at <br />least ten units per acre for new development and redevelopment. These <br />communities are also expected to target opportunities for more intensive <br />development near regional transit investments.
