St. Anthony 2040 Comprehensive Plan Chapter 6: Transportation <br /> <br />83 <br /> <br />Access Management <br />The purpose of access management is to provide adequate access to adjacent <br />land development while maintaining acceptable and safe traffic flow on higher <br />level roadways. Access management consists of carefully controlling the spacing <br />and design of public street intersections and private access points to the public <br />roadway system. Because they are designed for higher speed, longer distance <br />trips, arterials generally have restricted access, while local streets can <br />accommodate much greater access. Collector roadways fall in between arterials <br />and local roadways regarding the amount of access that is permitted. <br />The agency with jurisdiction over a roadway sets access management <br />guidelines. Access to I-35W must meet MnDOT access management guidelines. <br />See FIGURE 6-8 and FIGURE 6-9 for MnDOT Access Management Guidelines. <br />Hennepin County has established access management guidelines for urban <br />(areas within the 20-year MUSA boundary) and rural areas (areas outside the <br />MUSA boundary). Hennepin County access management guidelines are <br />displayed in FIGURE 6-10. Hennepin County requires permits for new driveway <br />access to County Roads and when land uses change at a site adjacent to a <br />County Road. Hennepin County typically requires that new access points meet <br />its guidelines; however, the County can make exceptions to the guidelines with <br />sufficient justification. <br />Ramsey County has also developed a draft set of access management policies. <br />Rather than a set of specific standards, Ramsey County’s draft policies “are <br />intended to apply accepted access management principles in a context-sensitive <br />manner to maximize the possible benefits as development occurs or as existing <br />properties are modified.” The draft policies are as follows. <br />• A parcel has the legal right to one access from a public street. If access <br />can be obtained from an adjacent street, access from a County Road or <br />County State Aid Highway should be directed to the minor street. <br />• Opportunities to combine or eliminate accesses shall be considered when <br />new accesses are proposed. <br />• Where feasible, the access spacing standards of the MnDOT Access <br />Management Manual shall be met. <br />• Where possible, new driveways shall be aligned with existing driveways <br />or streets. <br />• Any proposed new access or modification of an existing access to a <br />Ramsey County Road or County State Aid Highway requires a County <br />access permit, with approval subject to review by the County Engineer. <br />• Any change in land use of a property with access to any County Road or <br />County State Aid Highway, requires review of the access, in accordance <br />with Minnesota Rules 8810.5200. Existing access is not automatically <br />perpetuated.
