Resolution 18 -015; a Resolution for the 2018 Street Improvement Bond Reimbursement <br />City Manager Casey reviewed the resolution for the 2018 Street Improvement Bond <br />Reimbursement. Bonding regulations provide limited authority to reimburse pre- bonding project <br />expenditures. The Reimbursement Resolution provides the City with the full authority to recover <br />any project expenditures made prior to bonding. Staff recommends this resolution be passed to <br />ensure its full rights to reimbursement. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />18 -015; a Resolution approving the 2018 Street Improvement Bond Reimbursement. <br />Motion Carried 5 -0. <br />B. Resolution 18 -016; a Resolution Authorizing Retroactive Highway Safety Improvement <br />Program (HSIP) debt service transfer. <br />City Manager Casey reviewed the resolution authorizing HSIP debt service transfer. HSIP Grant <br />Proceeds were not expected to be received until 2018 and therefore no transfer of the funds was <br />proposed in the annual transfers approved by the City Council at the December 12, 2017 Council <br />Meeting. The HSIP grant proceeds were subsequently received on 12/29/17. To achieve the <br />proper accounting and distribution of these proceeds for the year ending 12/31/17 staff is <br />recommending a retroactive transfer. The $692,145.17 transfer represents the portion of HSIP <br />grant proceeds considered a source in the 2016B HSIP bonding transaction. The funds came in <br />earlier than expected. <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />18 -016; a Resolution Authorizing Retroactive Highway Safety Improvement Program (HSIP) <br />debt service transfer. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />Motion Carried 5 -0 <br />
