East Metro SWAT Summary <br />PREPARED BY OFFICER ELLIOT ERDMAN <br />East Metro SWAT is a multi-agency tactical team <br />comprised of five police departments: Roseville, the <br />University of Minnesota, North St. Paul, Metro Transit, <br />and St. Anthony. The team operates under a joint <br />powers agreement, which is governed by a panel of <br />police chiefs from each agency. This partnership <br />provides access to further capabilities and networks at a <br />reduced cost. <br />There are currently four St. Anthony Police Officers assigned to the multi-jurisdictional SWAT <br />team; three as tactical operators and one negotiator. These duties are in addition to the officer’s <br />primary work as patrol officers. The equipment and tactics used by the SWAT team result in the <br />resolution of high risk situations in the safest possible manner. SWAT negotiators are an <br />integral component of this success. Negotiators receive specialized training in emotionally <br />disturbed persons, people in crisis, critical incidents, and volatile hostage situations. <br />Each team member logged approximately <br />160 hours of training time in 2016. Our <br />training focuses on all aspects of SWAT <br />operations, including but not limited to: <br />hostage negotiations, barricaded suspects, <br />planning, and warrant service. During our <br />training, we have continued to build <br />partnerships and collaborate with other area <br />SWAT teams. These relationships allow our <br />team to stay proficient on the most current <br />training and challenges facing our <br />communities. Our collective commitment to teamwork makes not only our communities safer, <br />but also strengthens other municipalities as well. <br />
