Advanced Oxidation Process Water <br />Treatment Plant <br />In February 2015, the Minnesota Department of Health (MDH) notified the City of New <br />Brighton that the contaminant, 1,4-dioxane (dioxane), had been detected in trace amounts in <br />some of their City’s drinking water wells as a result of activities occurring at the Twin Cities <br />Army Ammunitions Plant (TCAAP). Since being notified of dioxane in New Brighton’s water <br />supply in 2015, the City of St. Anthony has been testing its three wells monthly in addition to <br />the MDH’s periodic testing of the City’s wells. That testing continues to show low levels of <br />dioxane. <br />The Minnesota Department of Health has advised that dioxane levels above 1 part per billion <br />(ppb) present a minimal health risk. The amounts of dioxane found in St. Anthony’s water are <br />currently below the MDH’s recommended limits for dioxane in drinking water. <br />As part of a commitment to provide safe, reliable drinking water, the City of St. Anthony has <br />partnered with the U.S. Army to proactively design and finance a treatment plant that utilizes <br />ultraviolet light and hydrogen peroxide to eliminate the 1,4-dioxane. The addition to the water <br />treatment plant is designed to keep dioxane levels below the 1 ppb threshold the MDH <br />recommends. Construction began in October 2016 with an anticipated start-up date of July 2017. <br /> <br />
