V. City Hall <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />17 <br />“No Excuse” Absentee Voting <br />Another new law for 2014 was the “No Excuse Absentee” voting. The <br />State has always had absentee voting but the voter needed to fall into <br />the four categories of why they couldn’t make it to the precinct on <br />Election Day. This new law eliminated the need for a voter to have <br />a reason and as predicted absentee voting increase tremendously. In <br />2010, St. Anthony processed 334 absentee ballots and in 2014 we <br />processed 595 absentee ballots. This is an increase of 78%. It is <br />predicted that this statistic will continue to rise as more voters get <br />acclimated to the process. <br />In addition to the “No Excuse Absentee” the state rolled out an on-line Request for Absentee Ballot module. This <br />allows voters to request an absentee ballot on-line by completing some pertinent information. In concurrence <br />with the no-excuse absentee this allowed the voter to apply in an effortless fashion. <br />State Partisan Primary <br />For the Primary Election was held on August 12, 2014 in which there was a 14% voter turnout. Historically, <br />Primary Elections have a very low turn-out. The City of St. Anthony employed 18 election judges. All of these <br />judges attended a two hour training session and had the opportunity to participate in the Public Accuracy Test. <br />This test is performed before each election to assure the voting machines are working properly. On Election Day, <br />Election Judges work between a minimum of 4 hours and up to 16 hours. <br />20042004 20082008 20122012 20142014 <br />20042004 20082008 20122012 20142014 <br />State General <br />The General Municipal Election held on November 4, 2014, with a 51% voter turnout. The City employed 25 <br />Election Judges and attended the Public Accuracy Test. As you can see from the data below voter turn-out for a <br />midterm election was lower than normal. <br />Collaboration with Independent School District #282 <br />The St. Anthony-New Brighton School District #282 held two referendum <br />questions in the 2014 State General Election. The City of St. Anthony <br />and the ISD #282 executed a Memorandum of Understanding allowing the <br />City to administer the Election on behalf of ISD #282.
