V. City Hall <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />27 <br />HUMAN RESOURCES <br />In early 2012 the administration department was reorganized and the City shifted from in-house <br />to consulting Human Resources. The City of New Brighton’s Assistant to the City Manager was <br />contracted as the Human Resources Advisor approximately four to six hours a week from June 2012 <br />through September 2014. During his City Hall offi ce hours where he served as a resource for staff, <br />Assistant to the City Manager worked on the following: <br />1.) The following sections of the Employee Resource Guide were updated in 2014 to ensure <br />compliance with local, state and federal regulations concerns and address changes in the <br />operations of the City; <br /> · Updated the City Expenditure Section of the Employee Resource Guide-February 2014 <br /> · Updated the FMLA Section of the Employee Resource Guide-June 5, 2014 <br /> · Updated the Pregnancy and Parenting Leave Section of the Employee Resource Guide-June <br />5, 2014 <br /> · Added the new Safety Leave language to the Employee Resource guide pursuant to the <br />State of Minnesota’s Economic Security Act-June 26, 2014. <br /> · Added the new Wage Disclosure Protection Language pursuant to the State of Minnesota’s <br />Women’s Economic Security Act (page 101) in the Compensation section of the Employee <br />Resource Guide and Updated the grievance language pursuant to the Schwanke v. <br />Minnesota Department of Administration (No. A12-2062) Minnesota Supreme Court Ruling <br />in the Grievance Procedure section of the Employee Resource Guide-August 21, 2014. <br />2.) In 2013, the City of St. Anthony began reviewing, updating, and revising job descriptions <br />for staff members. Forty-one job descriptions were revised. The new job descriptions were <br />implemented by the City in March 2014. The new job descriptions were reviewed and signed <br />by the respective employees and copies were placed in their personnel folders. <br />3.) Assisted the City Manager and department heads with managing various employee <br />recruitments (Fire Fighter, Public Works Superintendent, and Lead Mechanic) and potential <br />employee interviews in 2014. <br />4.) Assisted the City with compiling comparative salary, personnel leave, and health insurance <br />benefi t information that was used during union negotiations. <br />UNION NEGOTIATIONS <br />The City of St. Anthony negotiates with <br />three separate collective bargaining units <br />representing Police, Fire and Public Works <br />departments. In 2014, through a series <br />of meetings, the City and unions executed <br />two-year contract with each union.
