Planning Commission Regular Meeting Minutes <br />October 23, 2017 <br />Page 3 <br /> <br /> <br /> 1 <br />The Applicant stated all tanks have been removed per the MN Department of Pollution Agency. 2 <br />He described the process and noted all the work was completed and the property was given a 3 <br />clean bill of health. 4 <br /> 5 <br />Mr. Isse Hussein, the applicant, responded to the questions posed. The County and State both 6 <br />have many requirements. They have in place nurse, nutritionist, therapists, etc. Some of the 7 <br />attendees will have one to one care. Chair Gondorchin asked how many staff members are 8 <br />currently in place. Mr. Hussein stated so far there are four. All food will be catered but they have 9 <br />a nutritionist. He stated all personnel are licensed by the State. 10 <br /> 11 <br />Commissioner Papatola asked Mr. Hussein about the permitting process. The Applicant stated 12 <br />there are building permits required. Safety is the number one concern when designing an adult 13 <br />day care. The State has a lot of stringent guidelines. The State comes and checks to make sure all 14 <br />items are aligned. The State determines how many people can attend. The license is issued after 15 <br />everything is checked. The square feet will be 1700. 16 <br /> 17 <br />Chair Gondorchin asked how many clients was the financial business criteria estimating. The 18 <br />Applicant stated 17-21 would provide a good money-making operation. Low 20’s would be the 19 <br />cutoff point. 20 <br /> 21 <br />Mr. Perry Thorvig asked the applicants to explain more about the hours of operation, the 22 <br />population they plan to serve, how will clients get to the center and what will the client be 23 <br />charged. He also asked what is meant by “taking care of them”. 24 <br /> 25 <br />Chair Gondorchin noted the documentation states the business will be operated six hours per 26 <br />day. The Applicant corrected the hours of operation will be from 9:00 a.m. to 9:00 p.m. normal 27 <br />operating hours or 9:00 a.m. – 8:00 p.m. There was a typo when stating six hours per day. It will 28 <br />be open to everybody. He reviewed the goals and activities offered to make the client feel they 29 <br />are contributing. Chair Gondorchin asked if they have any other facilities they operate and if so 30 <br />what hours are those facilities. Mr. Hussein stated the normal hours are six hours a day and they 31 <br />would be open from 9:00 a.m. to 7:00 p.m. The staff would only work 6-7 hours per day. Mr. 32 <br />Hussein stated they offer senior care but not in a day care situation. Ms. Rothstein stated the 33 <br />Commission can establish specific hours of operation in their recommendation. She would 34 <br />recommend 9:00 a.m. to 7:00 p.m. which is consistent with other adult day care facilities she is 35 <br />familiar with. Chair Gondorchin stated Mr. Thorvig had asked what “taking care” means. 36 <br /> 37 <br />The Applicant stated some of the clients may need special care and would receive one on one 38 <br />care. Others would have one employee per eight clients. Commissioner Papatola asked if there 39 <br />are specific standards of care mandated by the County or State. The Applicant stated there are 40 <br />standards of care. All requirements will be met. 41 <br /> 42 <br />Chair Gondorchin asked if there were five dementia clients would they each receive one on one 43 <br />care. Mr. Hussein stated he is not the one that would make some of the decisions. Each client 44 <br />will have a care plan which the social worker or nurse would develop.
