<br /> SOUTHERN GATEWAY (THE VILLAGE LLC) 02/19/2018 <br />REVISED TRAFFIC STUDY <br />CITY OF SAINT ANTHONY <br />WSB PROJECT NO. 2170-300 PAGE 1 <br />INTRODUCTION / BACKGROUND <br /> <br />A Traffic Impact Study, dated November 11, 2016, was completed for The Village LLC <br />development as part of the Environmental Assessment Worksheet (EAW) process. The <br />purpose of the study was to determine the potential transportation impacts for the <br />redevelopment of the existing 15-acre, 200 unit manufactured home/RV park community, <br />located in the northeast quadrant of the intersection of Kenzie Terrace (CR 153) and NE <br />Stinson Parkway in the City of St Anthony. Figure 1 and Figure 2 show the project location <br />and project area. <br /> <br />The development was originally proposed to include five, 3 to 5 story multi-unit buildings <br />with a mix of apartments, senior living, and continuing care uses consisting of <br />approximately 800 units and; 37, 2- to 3-story townhome units. <br /> <br />After input from the public and elected officials, the development team is now proposing a <br />revised, less intense, development plan. The new plan now includes 225 market rate <br />apartments; 61 senior living units; and, 128 assisted living units. The proposed site plan is <br />shown on Figure 3. <br /> <br />Based on the revised plan the transportation impacts of the existing and proposed traffic <br />conditions were evaluated for the NE Stinson Parkway and Kenzie Terrace (CR 153)/Lowry <br />Avenue corridors including the following intersections: <br /> <br />• St Anthony Blvd at NE Stinson Pkwy <br />• St Anthony Blvd at Silver Lake Blvd (CR 136) / Kenzie Terrace (CR 153) <br />• St Anthony Blvd at New Brighton Blvd (CR 88) <br />• NE Stinson Pkwy at 27th Avenue <br />• NE Stinson Pkwy at 26th Avenue <br />• NE Stinson Pkwy at Lowry Ave / Kenzie Terrace (CR 153) <br />• Kenzie Terrace (CR 153) at Lowry Grove Entrance <br />• Kenzie Terrace (CR 153) at Wilson Street <br />• Kenzie Terrace (CR 153) at Autumn Woods/Kenzington Apartments <br /> <br />The Traffic Engineering Review and Analysis in this Study was conducted to determine the <br />impacts the site would have on the area traffic operations, lane geometry/traffic control <br />and access. The following sections of this report outline the findings of this study including: <br /> <br />• Documentation of existing traffic conditions in the area, and; <br />• Projecting future traffic for the proposed development, and; <br />• Determining lane configuration needs at the primary driveways and intersections <br />in the area, and; <br />• Developing conclusions and recommendations with respect to the existing and <br />future roadway needs and configurations at area intersections and/or roadways. <br />
