Land Use <br /> <br />The existing land use in the study area consists primarily of single family and <br />multi-family residential, office commercial and retail uses. <br /> <br />B. Roadway Characteristics <br /> <br /> Stinson Parkway is a north/south “A” Minor Arterial extending from 40th <br />Avenue on the north, in Columbia Heights to E Hennepin Avenue in the City of <br />Minneapolis. Stinson Parkway south of St Anthony Blvd, adjacent to the proposed <br />site is a Minneapolis Park Board street and has a typical 95 foot urban cross <br />section with one lane in each direction, a parking bay and a raised grass median. <br />Traffic signal control is provided at the Lowry Ave/Kenzie Terrace (CR 153) <br />intersection. All other intersections are Stop Sign controlled. A 25mph speed <br />limit is posted on Stinson Parkway south of St Anthony Blvd. <br /> <br />Kenzie Terrace (CR 153) is a east/west “B” Minor Arterial extending from <br />where it changes to Lowry Avenue at Stinson Parkway to where it changes to <br />Silver Lake Road at St Anthony Parkway. Kenzie Terrace (CR 153) has a primary <br />64 foot two-lane urban cross section with a center left turn lane and a raised <br />concrete median. It provides access to the multi-family apartments and <br />businesses adjacent to the roadway with median breaks at several driveways. <br />Traffic signal control is provided at the Stinson Parkway, Autumn <br />Woods/Kenzington Apartments and St Anthony Blvd intersections. All other <br />intersections are Stop Sign controlled. Signed and marked pedestrian crossings <br />are provided at Stenson Parkway, at the Lowry Grove entrance, at Autumn <br />Woods/Kenzington Apartments entrance, at 27th Avenue and at St Anthony Blvd. <br />A 30mph speed limit is posted on Kenzie Terrace (CR 153). <br /> <br />The lane configurations at each of the study area intersections are as follows: <br /> <br />St Anthony Blvd at NE Stinson Pkwy – All Way Stop Control <br /> NB Stinson Pkwy – one left/through/right, one parking lane <br /> SB Stinson Pkwy – one left/through/right, one parking lane <br /> WB St Anthony Blvd – one left/through/right <br /> EB St Anthony Blvd – one left/through/right <br /> <br />St Anthony Blvd at Silver Lake Rd (CR 136) / Kenzie Terrace (CR 153) – Traffic <br />Signal Control: <br /> NW St Anthony Blvd – one left, one through, one free right turn lane <br /> SE St Anthony Blvd – one left, one through/free right lane <br /> SW Silver Lake Rd – one left, one through, one through/free right turn lane <br /> NE Kenzie Terrace – one left, two through, one right
