The <br />commitment of elected officials to monitor, adjust, and guide the strategic <br />planning process is critical to achieving goals. <br /> <br />2.4 Operating System <br /> <br />The operating system refers to the structure that accomplishes governance <br />(including advisory boards and commissions), provides day-to-day service <br />delivery, and implements the strategic plan. It encompasses personnel and <br />budget systems, departmental operating procedures, personnel policies, <br />public policy development, financial plan, public participation and <br />communication, customer service systems, and service evaluations. It is the <br />methods and tools used to get things done (and done right) within the <br />community. <br /> <br />2.5 Disciplines of Effective Communities <br /> <br />1. Strategic discipline - maintaining clear vision, values and strategy to <br />achieve vision <br />2. Financial discipline - developing and maintaining a long-term financial plan <br />that serves as a framework for financial decisions (including annual <br />budget decisions). <br />3. Decision-making discipline - adhering to a structured decision-making <br />process that provides clear and differentiated roles for elected officials <br />and staff. <br />4. Communications and marketing - developing a communications plan that <br />provides timely information to enhance public participation in critical <br />community decisions and markets the value of city services. <br /> <br /> <br />A vision without a plan is just a dream … a plan without a vision is a <br />nightmare. <br /> <br /> <br />3.
