2017 Annual Report • Liquor Operations • St. Anthony Village, Minnesota <br /> <br /> <br />13 | Page <br /> <br />LIQUOR OPERATIONS CITY COUNCIL PRESENTATION <br />On October 30, 2017 the full time employees of the liquor operation <br />attended a work session with the City Council, Administration and <br />Departments Heads. Also in attendance was Paul Kaspszak, <br />Executive Director of the Minnesota Municipal Beverage <br />Association (MMBA) and Gary Buysse, President of the MMBA. <br />This work session was designed to provide information to the <br />Council about the benefits of operating a municipal liquor operation. Controlling the sale of <br />alcohol and providing revenue is the mission of the liquor stores but our stores are an extension <br />of city services just like Police, Fire and Public Works departments. <br />Topics presented at the work session included the history of <br />the liquor stores, state of the liquor industry and emerging <br />issues and trends. We presented and discussed our St. <br />Anthony Village Wine and Spirits “brand” and explained that <br />our employees most likely have the largest contact with our <br />residents and visitors to our city than other city departments. <br />The liquor stores provide opportunity for engagement with residents and visitors to St. <br />Anthony Village. The employees of the stores are an extension of the image and culture the City <br />Council and Administration’s leadership fosters for the community. We are a community <br />service, a place for information seven days a week! <br />While we were preparing our presentation it became very clear <br />that the City Council, Administration and residents have chosen to <br />have their own Police, Fire, Public Works and Liquor Departments <br />as well as our own schools for good reason, namely that we can <br />guarantee the quality of the institutions by being independent and <br />not outsourcing these services. We will continue to instill a culture <br />that represents the St. Anthony Village Brand. All of these decisions represent the council’s <br />reputation of taking the long view to determine what is best for its residents and the future of <br />The Village. Each and every department of the city reflects this vision and process in our high <br />level of service to the community!
