I checked with a former <br />colleague of mine in a large suburban community who said that they do not <br />allow this kind of circumvention of the payment in lieu requirements. <br />I haven't checked the new comprehensive plan draft to see if there is a <br />suggested city trail through this project. (Wouldn't that be a coincidence?) But, <br />I think it is a real stretch to think that this path around the buildings is going to <br />be perceived by the public as "public" open space. Why would anybody walk <br />around the buildings when they can walk down a much more inviting Stinson <br />Parkway? Don't allow the developer to get away this proposal to avoid paying <br />park dedication fees. <br />You need to add an additional resolved statement that reads <br />as follows: Notwithstanding the recommendation of the <br />parks commission, the expenses incurred in the construction <br />of the 8' walkway will not be credited against normal park <br />dedication fees for this project. <br />Finally, there is the issue of affordable housing. It is clear that the city has a <br />policy to provide affordable housing, but does not have an ordinance requiring <br />affordable units to be included in developments. That might be on purpose or <br />an oversight. I also note that staff has not provided any information of record <br />on how you might assure the development of affordable housing in this project. <br />Why haven't they? You have had workshops and presentations, but no <br />ordinance or implementation. Why not? In any case, I support the position of <br />Mr. Jack Cann. It's time for the city to quit stalling and require affordable <br />housing. <br />You need another resolved statement requiring affordable <br />housing units in this subdivision. <br />
