Building a legacy – your legacy. 701 Xenia Avenue South
Suite 300
Minneapolis, MN 55416
Tel: 763‐541‐4800
Fax: 763‐541‐1700

Equal Opportunity Employer
wsbeng.com
S:\1Council Worksessions\2018\03262018\LTR‐coverletter.docx
March 22, 2018

The Honorable Mayor, City Council and Staff
c/o Mark Casey, City Manager
City of St. Anthony Village
3301 Silver Lake Road NE
St. Anthony Village, MN 55418‐1603

Re: Preliminary I&I Monitoring results of the 2017 Street and Utility Project
St. Anthony Village, MN
WSB Project No. 10507‐00

Dear Honorable Mayor, City Council, and Staff:

Following this letter is the before and after Sanitary Flow monitoring for the 2017 Street Reconstruction
Project. A few observations about the flow data can be made:

The replacement of service connections and the trunk main resulted in a change in the average
daily flow rate from 0.014 MGD to .009 MGD. This is a 36% drop in base flow. MGD is Million
Gallons per day.
Rainfall events pre‐construction result in an increase of more than 428% in the average daily
flow rate (0.014MGD to 0.06 MGD).
Rainfall events post‐construction result in an increase of more than 167% in the average daily
flow rate (.009MGD to 0.015MGD).
However, the post construction flows post rain event where within the average ranges of daily
flow fluctuations.

This is a very small sample, but it does show that the City street reconstruction program reduces the
base flow and the I & I into the sanitary system. We will discuss the impacts of this at the March 26th
work session.

Sincerely,

Todd E. Hubmer, PE
City Engineer

Attachments
